4:t~9 HEGULAH MEETING HELD ON MARCH 11, 1958 ;~o i On this, the 11th day of March, 1958, at 2:00 o'clock P.M., the Governing Body of the City of San Marcos, Texas, met in a regular session at the City Hall of San Marcos, Texas, with the following membeTs present and paTtioip~ting: I Mayor C. Fuller, City Manager Carlyn Tatch, City Secretary Walter Buckner, San Marcos Record Mr. Bush Ewing Mr. Jack C. Cates, C of C President Paul GuerreTo Bob SlleTo Roger Storey A quorum being present the meeting was called to order by the Mayor and the following transpired: I The regular order of business was dispensed with to hecT the dele- gations requesting audience with the Council. The first was Mr. Bob Shero, speaker for a group from the Evening Lions Club of San Marco';. Mr. Shero stated that the ~lub would like to sponscr a projeot of making visitoTs to the City feel that they were most welcome. A phase of the project was to print and provide, for the use of the City Police Department, overtime parking tickets an appropriate "friendly r€-minder" to be placed O~1 all cars becll'ing nut-of-county licenses parked oveTtime in the parking meter zone. The tickets sa issued by the perking meter attenda!1ts would he redeemed by the Evening Li..ons Club at 5~ peT ticket. The spea.keT requested that the members of the Council give their approval and direct that the PaTking Meter Ordinance be amended to provide for the issuance of this type of ticket to all visitors with out-of-county and out-of-state licEonse on their cars. The Council discus,scd the "pros and cons" of such a pTogram and asked questions of the speaker regarding the many non-local license on vehicles owned and operated by peDple who are presently residents of San Marcos by virtue of their work or educational affiliations. It was also Dointed aut that people living quite close to San Marcos, (just over the County line), would be exempt and eligible for a courtesy ticket while visitors from remote sections of the county, traveling a long distance to visit and trade in the City would not. It was the recommendation of the Council that the matter be referred to the appl'opriate committee of the Senior Cllamber of COmmeI"Ce for the iT study' and report. The City Manager at this time informed the Council that property owners on an alley betv;een Belvin and Hopkins Streets had Tequested that this alley be paved. The property bordering the alley is owned by Mrs. Harrison, 726 'N. Hopkins (Ulls property having curbing); Miss Sadie McLellan, 716 W. Hopkins (does not v~ant curbing); Mr. Thompson, 727 Belvin; and, Mr. Holcombe, 719 Belvin (both of whom will install curbing). The City Manager stated that this alley serves several families and the paving would aid in handling the tI.affic. The C01Jncll unanimously approved the project. I Mr. Terry Jacks, 200 Lindsey, had requested that the 200 block of Lindsey be paVed, however, this is an instance where only three-fourths of the ?T()perty C)V'~'ners want the improvements and are willing to put in curbing. The Mayor stated that while it is the policy of the City only to pave a street where all cUToing and guttering is done by the individual owners of the property, it was the pleasure of the Council. to approve this project "nd diH)cted that an attempt be made to get the curbing on the fourth piece of property. The Mayor read a letter from Mr. Jack cates, President of the Chamber of Comner.'ce, requ2sting ~hat the Council contact the District Engineer of the Highway Department regarding a road from San Marcos to the Canyon Dam site, possibl y using a portion of Ranch hoad 12. The r~ayor suggested that he contact the County Judge of Hays County and make the necessary arrangements for a group, censisting of the Mayor, County Judge, President of the Chamber of CormneTce and
