<br />REGULAR MEETING HELD ON JUNE 10, 1958 <br /> <br />-u; <br />L,075 <br /> <br />Body <br /> <br />On the 10th day of June, 1958, at 2:00 o'clock P. M., the Governing <br />of the City cf San Marcos, Texas, met in regular session, Mayor C. M. Allen <br />presiding. <br /> <br />The Mayor called the meeting to order with the following present: <br /> <br />I <br /> <br />Mayor C. M. Allen <br />Aldermen S. R. Beecroft <br />W. M. Fuller, City Manager <br />Carlyn Tatch, City Secretary <br /> <br />Lee Harr, San Marcos Record <br /> <br />The minutes of the regular session of May 13th were read and approved as <br />recorded. <br /> <br />The City Manager had previously been instructed to investigate and procure <br />the necessary "loss coverage" on cash and valuables in the office and enroute to <br />the bank. Previously, the coverage was $1,500.00 inside the office, $2,250.00 <br />outside, with an increase to $3,500.00 from October to April, the premium costing <br />the City $64.88 per year. City Manager Fuller reported to the Council that a new <br />policy has been issued providing $3,500.00 inside the office and enroute to the <br />bank and that on heavy collection days, two (or more) deposits would be made to <br />eliminate the possibility of having more cash on hand than the coverage provided, <br />an annual premium cost of $75.60. <br /> <br />City Manager Fuller ,nformed the Council that work had been completed on <br />the installation of the water line to the Park Addition, annexed to the City on <br />December 31, 1957. Total installation cost and the annual return from taxes, <br />necessary to amortize the cost of the installation, was as follows: <br /> <br />I <br /> <br />Material <br />Excavation & Backfill <br />Labor <br />Total Cost: <br /> <br />$3,498.68 <br />1,093.75 <br />787.25 <br />$5,379.68 <br /> <br />$5,379.68 + 5 = $1,075.94 Annual Requirement <br />$63,300.00 x $2./$100.00 = $1,266.00 x 85% = $1,076.00 <br /> <br />Mayor Allen read a letter he had received from Mr. Ed Cape regarding <br />eleven (11) acres of land owned by Mr. Cape and his brother, Horace, along the <br />east side of the San Marcos River below the Cheatham Street Bridge, which the <br />City had requested to be used as a recreat;on and picnicing facility for <br />colored people, setting forth certain requirements regarding its usage. A <br />copy of this letter follows these minutes and becomes a part hereof. The City <br />Manager was directed to contact Mr. Cape regarding execution elf a lease between <br />the City of San Marcos and Edward M. and Horace Cape. <br /> <br />I <br /> <br />The Council was informed that on June 5th, the Mayor, Mayor Pro-tem and <br />the City Manager met with the County Judge and the Commissioner of Precinct 1 <br />and requested the County officials to consider a contract providing for fire- <br />fighting services with the City. At this meeting an offer was presented to them <br />to pay the City 25% of the operational cost (approximately $1,900.00) annually <br />toward the maintenance of one (1) station and $25.00 for each fire run outside <br />the City Limits. The County Judge stated that the County Commissioners were to <br />meet on June 9th at which time the City's proposal would be discussed and they <br />would inform the Council of their decision. The City Manager reported that the <br />County Judge had notified him that the matter was discussed on June 9th. The <br />County Commissioners Court was interested in a contract on a run basis only, <br />$25.00 per run and $1.00 per mile. Motion was made by Alderman Korff to reply <br />to the County's request and to repeat the City's previous proposal adding a <br />clause to only send one(l) paid_man and one (1) piece of equipment within <br />Precinct 1 and not to go over any road unless it is a passable one, which was <br />seconded by Alderman Beecroft and received a unanimous vote of the Council. <br /> <br />The City Manager reported that pursuant to instructions from the City <br />Council, a traffic count had been made at the intersection of Guadalupe Street <br />and Comal Street on May 31st. The count showed an average in excess of 825 <br />vehicles for the period from 8:00 A. M. to 5:00 P. M. A copy of the report <br />was forwarded immediately to the District Engineer, Mr. Bluestein, of the Highway <br />Department in Aust'n for his concurrence that traffic control was necessary. <br />
