<br />! l <br />~,!) <br /> <br />REGULAR MEETIN3 HElD ON APRIL 14. 1959 <br /> <br />On the 14th day of April, 1959, at 2:00 P.M., the Governing Body of the <br />City of San Marcos met in regular session, Mayor C. M. Allen presiding: <br /> <br />I <br /> <br />Present: Mayor C. M. Allen <br />Alderman S. R. Beecroft <br />W. M. Davis <br />B. D. Hillburn <br />Herman KOrff <br />James Tuttle <br />City Manager B. R. Fuller <br />Deputy City Secretary Joann Hayes <br />Guests: Ilbrs. Manske, AAUW <br />Dudley Dobie, American Statesman <br />Maynard Rich <br /> <br />The meeting was called to order by Mayor Allen. The minutes of the <br />meetings of March 10, March 24, and April 8, 1959 were approved as read. <br /> <br />Alderman Davis asked for a report on negotiations with Mr. A. E. Gary <br />for p~rchase of Lot 9, Blk 4, Dan McKie First Addition on Purgatory Street. <br />City Manager Fuller reported that negotiations had been completed and the <br />deed transferring this lot to the City of San Marcffihad been signed by Mr. <br />Gary for $400.00. The Council concurred in the closing of this matter. <br /> <br />Alderman Beecroft, Alderman Davis, and Mayor Allen reported to the <br />Council several requests for street lights to be installed. After some dis- <br />cussion it was agreed to let City Manager Fuller study the requests for street <br />lights and report to the Council at their next meeting. <br /> <br />I <br /> <br />Mr. Maynard Rich appeared before the Council to request that the house <br />which he occupies be exempt from taxation. This house is owned by the Texas <br />Methodist Student Movement Inc., and is:used by Mr. Rich as a residence in <br />his capacity as a minister to the Southwest Texas State Teachers College <br />students. A letter from City Attorney Morgan was read to the Council in <br />which he expressed the opjni,on that, in accordance with the statutes concern- <br />ing the taxation of church-owned property, the property under question is <br />exempt from taxation. After some discussion Alderman Beecroft made a motion, <br />seconded by Alderman Korff, that the City exempt from taxation the house <br />occupIed by Mr. Rich as long as it is used as a residence for a minister and <br />is not held for profit. The motion was passed by a unanimous vote of the <br />Council. A discussion then arose as to the City's general tax policy with <br />respect to church-owned property, and the Council instructed City Manager <br />Fuller to review this matter and make a full report at the next meeting. <br /> <br />Mayor Allen reported that the tax attorney had filed suits against six <br />persons owing delinquent taxes to the City, ald he suggested that suits against <br />all personS owing the City delinquent taxes be filed on a predetermined and <br />impartial basis. The Council agreed that the tax attorney should be notified <br />to file cases in this manner. <br /> <br />The propcsed 1959-60 Budget, which had been presented to the Council on <br />March 24, 1959, was oonsidered for adoption by the Council. After some dis- <br />cussion Alderman Tuttle made a motion, seconded by Alderman Korff, that the <br />Counoil adopt the Budget for 1959-60 as presented.
