<br />31 <br /> <br />MEETING HElD ON APRIL 'Zl, 1959 <br /> <br />On the 27th day of April, 1959, at 1:30 P.M., the Governing Body of the <br />City of San Marcos met in special session, Mayor C. M. Allen presiding: <br /> <br />I <br /> <br />Present: Mayor C. M. Allen <br />Aldermen: S. R. Beecroft <br />W. M. Davis <br />B. D. Hillburn <br />Herman Korff <br />James Tuttle <br />City Manager B. R. Fuller <br />Deputy City Secretary: Joann Hayes <br />Guests: Thomas Buckner, San Marcos Record <br />Jay Nixon, San Marcos Record <br /> <br />The meeting was called to order by Mayor Allen. City Manager Fuller read <br />a letter from Colonel Shockner, Commanding Officer of Camp Gary, inviting the <br />Council to attend Armed ForceSs Day and an Open House at Camp Gary on Saturday, <br />May l6, 1959, from 1:00 to 4:00 P.M. After some discussion the Council members <br />concurred with a suggestion to attend this event at Camp Gary in a group, with <br />Mayor Allen making reservations for seats for the group. <br /> <br />City Manager Fuller brought to the Council's attention the official <br />review of the units at the San Marcos Academy to be held at 8:30 A.M. on May 1. <br />Mayor Allen and a number of the CounCilmen expressed their interest in the <br />review and their intention of attending. <br /> <br />I <br /> <br />City Manager Fuller read a letter from the U. S. Army Engineering District, <br />Galveston, the Corps of Engineers, with reference to the U. S. Army Reserve <br />Training Center site to be in San Marcos. This letter transmitted to the City <br />a 99 year lease by the U. S. Government from the City of San Marcos of the pro- <br />posed Army Reserve Training Center site. The lease submitted by the Corps of <br />Engineers for the Council's approval was read in full and discussed by the <br />Council. An addition to the lease suggested by City Attorney Morgan as a pro- <br />tection of the City's interest,was conSidered by the Council as follows: <br /> <br />"It is understood and agreed a masonry building is to be constructed <br />by tbe U. S. Government on the property hereby leased, and that said <br />building, and the land herein described, is to be used hy the U. S. <br />Government for various Governmental purposes. It is agreed, however, <br />that in the event the property hereby leased should not be useg by the <br />U. S. Government for said purposes for a continuous period of 24 months, <br />that the City of San Marcos shall have, and it expressly reserved and <br />retains, the right to terminate this lease after having given 30 days <br />wri tten notice of the intention to so terminate." <br /> <br />After discussion, Alderman HUlburn made a motion, seconded by Alderman <br />Beecroft, that the City grant the Corps of Engineers a 99-Year lease as amended <br />for the erection of an Army Reserve Training Center on the property located in <br />in the San Marcos Memorial Park. The motion was passed by a unanimous vote of <br />the Counci 1. <br /> <br />City Manager Fuller reported to the Council recent negotiations for an <br />engineering contract for the bridge across the San Marcos River at East Hopkins <br />Street. It was noted that engineering firms had confirmed the City's estimate <br />of approximately $37,000 to 40,000 for the entire project.
