The minutes of the
meetings of July 14, and August 4 were approved as reali.

Mr. Bert Beecroft appeared before the Council to request that the
Council consider making improvements to the Municipal Ai~rt. A memo
had been presented ea:rlier to the Council members by Mr. Bert Beecroft
noting reasons why San Marcos needs an improved airport; as well. as. the
cost of the proposed improvements. M:r. Bert Beecroft and Mr. Storey
reviewed the infol'lllation contained in this memo and discussed it with the
Council. Mr. Lyndon Brown, of Brown Schools, reported that there were at
least 25 privately owned aircraft belonging to the parents of children in
the Brown Schools, and that ane improved airport would facilitate their
visiting San Marcos. After a discussion of the cost of these improvements
and possible means of amortizing them, the Council agreed that City Manager
Fuller; Mr. Bert Beecroft, and Mr. Rogers Storey form a committee to develop
a definite plan for making improvements to the Municipal Airport and for
financing these improvements, and to inquire concerning the City's eligibility
for a Federal Aeronautics Administration grant on these improvements. The
finds of this committee are to be presented at the Next Council meeting.

Mr. Elmer Satterwhite appeared before the Council to request that the
City do the construction work on the private street he is putting across
his property (Farm Lot 21), and that he reimburse the City for the expense
of this operation. It was the unanimous decision of the Council that this
would be acting in competition with private business, and was not in accord
with the established policy of the city, therefore, his request was denied.

Mr. Lloyd Martin of the United Gas Corporation appeared before the
Couneil to request that an ordinance be passed allowing the gas company to
make an automatic gas rate adjustment when the gas "gate chargeD is raised
or lowered.
