The minutes of the <br />meeting of September 8th were approved. <br /> <br />The regular order of business was dispensed with in order to hear <br />Mr. Thomas Leffingwell, group spokesman on behalf of property owners <br />along the route of the proposed improvements to Ranch Road 12; Mr. <br />Leffingwell asked if the Council had reached a decision on his request <br />to re-route proposed improvements. Mayor Allen stated the Council 'had <br />not reached a decision to change the location of RM 12 as this route for <br />the improvements had been selected by the Texas Highway Department. Mr. <br />Leffingwell spoke of the necessity for the additional right-of-way requested <br />since it seems the Texas Highway Department has sufficient width necessary <br />for improvement construction. Mr. Fuller advised that additional right- <br />of-way. area would be utilized for sidewalks, utilities and other uses. <br /> <br />I <br /> <br />Mr. Leffingwell ~equested the Council to inquire as to the necessity <br />of additional right-of-way space. He also asked that the Highway Depart- <br />ment or City modify its request for additional right-of-vray area or to <br />accept an easement in lieu of dedication, prcviding this does not jeopard- <br />ize the Cityts positi;n with the Highway Department. The economi~al paint <br />was stressed hy the group spokesman for asking the Highway Department to <br />modify the right-of-way request whereby local taxpayers would' be saved the <br />additional purchasing expense. The Council agreed to contact the Highway <br />Department regarding the request for modification of the right-of-way <br />request. <br /> <br />Mayor Allen read a report of all the items leading up to the request <br />for an improved road to the west, as well as Canyon Dam and the various <br />routes that were considered. Mrs. Leffingwell asked what benefit property <br />owners would derive from this disturbance. Mr. Fuller advised that better <br />
