4O MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN ~RCOS, TEXAS, MAY 11, 1981 PRESENT: Mayor/Mayor Pro-Tem None Council Members Karl W. Brown Robert L. Cavazos Berry R. James John A. Kreczmer Elida A. Mendez Tess Norris City Manager City Secretary City Attorney Acting Director of Public Works A. C. Gonzalez Janis K. Womack Barbara Edwards George Boeker Also Present: Jeff Watkins, George Putnicki, Jerri Martin, Art Kline, Richard Boehm, Civics Class students, Kenneth Sutton, Ken Long, Joe Garza, Mrs. John Dunn, Mrs. Inez Ramsay, Dr. Emmie Craddock, Jane Wilson, George Dashner, Albert Sierra, Jim Harrison, Terry Lighthouse, Mr. and Mrs. Pryatel, Earl Williams and others. The Acting Representative of the Council, Robert L. Cavazos, called the meeting to order at 7:30 p.m. Mr. Cavazos introduced for consideration the election of a Mayor Pro Tempore. Mr. Brown moved to elect Berry R. James as Mayor Pro Tempore and Mrs. Norris seconded the motion, which passed unanimously. Mr. James introduced for consideration the election of a Council Member to represent the Council in the absence of the Mayor Pro-Tem. Mr. Brown moved that Robert Cavazos be the Representative of the Council in the absence of the Mayor Pro-Tem and Mrs. Norris seconded the motion. There being no other nominees, the Mayor Pro-Tem declared Mr. Cavazos the Representative of the Council in the Mayor Pro-Tem's absence. Mr. James then recited four proclamations: Hospital Week, National Nursing Home Week, Epsilon Sigma Alpha Week in San Marcos and Preser- vation Week in San Marcos. Mr. James introduced for consideration approval of the minutes of the Regular Meeting held April 27, 1981. Mrs. Norris moved to approve the minutes and Mr. Cavazos seconded the motion. On roll call the following vote was recorded: AYE: Brown, Cavazos, James and Norris. NAY: None. ABSTAIN: Mendez and Kreczmer. Mr. James introduced for consideration approval of the minutes of the Special Meeting held May 4, 1981. Mr. Cavazos moved to approve the minutes and Mr. Brown seconded the motion. On roll call the following vote was recorded: AYE: Brown, Cavazos, James, Kreczmer and Mendez. NAY: None. ABSTAIN: Norris. Mr. James then asked Mr. George Putnicki to make his presentation of the results of his Noise Assessment conducted in November, 1980. With the assistance of Mr. Mike Mendias the presentation was made.
