<br />6.c:, <br /> <br />SPECIAL MEETI NG HELD ON JANUARY 4, 1961 <br /> <br />I <br /> <br />On the 4th day of January 1961, at lO o'clock in the <br />morning, the Governing Body of the City of San Marcos met in <br />special session at the City Hall, Mayor C. M. Allen presiding. <br /> <br />, Present: <br />, <br /> <br />Mayor <br />Alderman <br /> <br />C. M. Allen <br />S. R. Beecroft <br />B. D. Hillburn <br />Herman Korff <br />James Tuttle <br />City Manager B. R. Fuller <br />City Secretary Judy B. Brackett <br /> <br />The Mayor explained that the meeting had been called to <br />discuss a letter which had been received from the Disposal Branch <br />of the General Services Administration regarding transfer of the <br />old Post Office building and site to the City at fair market value <br />under the provisions of Subsection (3) (H) of Section 203 (e) of <br />Public Law 152, the Federal Property and Administrative Services <br />Act of 1949. <br /> <br />After a full discussion, it was the unaminous decision of <br />the Council that the City would be unable to pay the appraised value <br />of the property. The Mayor instructed the City Manager to notify <br />the General Services Administration that the City was unable to <br />meet the value set and would not be interested in acquiring the <br />property. <br /> <br />I <br /> <br />At a previous meeting of the Council, the City Manager <br />and City Attorney had been instructed to prepare an ordinance <br />defining the duties of the city manager. This ordinance was <br />introduced by Alderman Beecroft who moved its adoption. The <br />Ordinance was red in full. It is entitled <br /> <br />AN ORDINANCE CREATING THE OFFICE OF CITY MANAGER <br />FOR THE CITY OF SAN MARCOS; FIXING THE TERN! OF OFFICE; <br />PRESCRIBING HIS POWERS AND DUTIES; AND, PROVIDING FOR <br />HIS COMPENSATION <br /> <br />The motion for adoption was seconded by Alderman Tuttle and <br />upon roll call the ayes and nays were as follows: <br /> <br />Ayes <br /> <br />Beecroft, Hillburn, Korff and Tuttle <br /> <br />Nays No ne <br />Whereupon Mayor Allen declared the Ordinance passed, approved <br />and adopted. <br /> <br />The City Manager read a letter from Congressman Thornberry <br />regarding his interest and cooperation in assisting the City to <br />acquire the "Kissing Oak" property from the Fish and Wild Life <br />~8rVlce. <br /> <br />I <br /> <br />The City Manager was authorized to work with the College in <br />providing as much "off-Street" parking as possible around the new <br />dormatories which are being built at Southwest Texas State College. <br /> <br />The Council discussed the matter of assessment on part of <br />Lot 7, Block 3, Katy Addition. It was the unaminous decision of <br />the Council that the assessment for the calendar year 1955 be <br />reduced from $l,050.00 to $800.00. <br />
