<br />REGULAR MEETING HEtD ON APRIL 11. 1961 <br /> <br />On the 11th day of April 1961, at 2:00 o'clock in the after- <br />noon, the Governing Body of the City of San Marcos met in regular <br />session, Mayor C. M. Allen presiding. <br /> <br />I <br /> <br />Present: Mayor C. M. Allen <br />Aldermen: B. D. Hillburn <br />Herman Korff <br />Ruben Ruiz <br />Kenneth Sutton <br />J. E. Younger, Jr. <br />City Manager B. R. Fuller <br />city Secretary Judy B. Brackett <br /> <br />Also Present: <br /> <br />Joe Rodriguez, Tom Buckner of San <br />Marcos Record, Bill Veidt of KCNY, <br />Garland Stokes, James Hill, Dick <br />Henderson, Henry Kyle; Mesdames <br />Edra Allbright, Sue Glossen, Robert <br />Knispel, Clarence King, R. Spraging, <br />Jack Hughes, Malcolm Sherrill, Tom <br />Oliver, Jr., Joe Holleran and Mary <br />Louise Thornton. <br /> <br />The meetihg was called to order by Maybr Allen. <br /> <br />I <br /> <br />After a discussion regarding the rotation of ambulance calls <br />by the Police Department, Alderman Sutton made a motion, seconded by <br />Alderman Hillburn that the Los Angeles Funeral Home be added to the <br />list with Pennington's and Weatherford's. Each establishment to receive <br />calls for one calendar month. The motion carried by unanimous vote. <br /> <br />The Council postponed any action on the appointment of a <br />recorder for the corporation court. <br /> <br />The matter of perpetual care of the San Marcos Cemetery was <br />discussed. No action was taken on accepting the care at this time. <br />Alderman Hillburn made a motion that Mr. Jack Harper, Mr. Bob Thornton, <br />Mr. Harold Smith, Mayor Allen and City Manager Fuller comprise a com- <br />mittee to recommend the investment of the funds which are being <br />collected in the Perpetual Care Trust Fund. Alderman Sutton seconded <br />the motion which carried unanimously. <br /> <br />The City Manager was authorized to employ the John L. Surber <br />Company to make the annual audit of the fiscal affairs of the City for <br />the year ending March 31, 1961. <br /> <br />The City Manager reported to the Council that the Operating <br />Funds for the City had a balance of $74,248.18 as opposed to $37,835.65 <br />for the same date one year previous. <br /> <br />I <br /> <br />A request from Mr. Walter Feltner that a water line be <br />extended in the Feltner Addition to provide fire protection at the <br />bowling alley was approved and the work to be scheduled for completion <br />in its proper place. Mr. Feltner is to pay ~ the cost of the installation. <br /> <br />The Council discussed the matter of the Corps of Engineers <br />helping on a plan for improvements to the drainage of Purgatory Creek <br />with no action taken. <br /> <br />The City Manager presented a proposed Budget for the Fiscal <br />year 1961-62 and recommended that it be approved. There was considerable <br />discussion regarding the policy of permitting City employees to hold <br />jobs in addition to their primary employment with the City. Alderman <br />Sutton suggested that, unless there is a policy to the contrary, the <br />the City Manager take necessary action to see that the City's interest <br />was not jeopardized.
