REGULAR MEETING HEtD ON APRIL 11. 1961 On the 11th day of April 1961, at 2:00 o'clock in the after- noon, the Governing Body of the City of San Marcos met in regular session, Mayor C. M. Allen presiding. I Present: Mayor C. M. Allen Aldermen: B. D. Hillburn Herman Korff Ruben Ruiz Kenneth Sutton J. E. Younger, Jr. City Manager B. R. Fuller city Secretary Judy B. Brackett Also Present: Joe Rodriguez, Tom Buckner of San Marcos Record, Bill Veidt of KCNY, Garland Stokes, James Hill, Dick Henderson, Henry Kyle; Mesdames Edra Allbright, Sue Glossen, Robert Knispel, Clarence King, R. Spraging, Jack Hughes, Malcolm Sherrill, Tom Oliver, Jr., Joe Holleran and Mary Louise Thornton. The meetihg was called to order by Maybr Allen. I After a discussion regarding the rotation of ambulance calls by the Police Department, Alderman Sutton made a motion, seconded by Alderman Hillburn that the Los Angeles Funeral Home be added to the list with Pennington's and Weatherford's. Each establishment to receive calls for one calendar month. The motion carried by unanimous vote. The Council postponed any action on the appointment of a recorder for the corporation court. The matter of perpetual care of the San Marcos Cemetery was discussed. No action was taken on accepting the care at this time. Alderman Hillburn made a motion that Mr. Jack Harper, Mr. Bob Thornton, Mr. Harold Smith, Mayor Allen and City Manager Fuller comprise a com- mittee to recommend the investment of the funds which are being collected in the Perpetual Care Trust Fund. Alderman Sutton seconded the motion which carried unanimously. The City Manager was authorized to employ the John L. Surber Company to make the annual audit of the fiscal affairs of the City for the year ending March 31, 1961. The City Manager reported to the Council that the Operating Funds for the City had a balance of $74,248.18 as opposed to $37,835.65 for the same date one year previous. I A request from Mr. Walter Feltner that a water line be extended in the Feltner Addition to provide fire protection at the bowling alley was approved and the work to be scheduled for completion in its proper place. Mr. Feltner is to pay ~ the cost of the installation. The Council discussed the matter of the Corps of Engineers helping on a plan for improvements to the drainage of Purgatory Creek with no action taken. The City Manager presented a proposed Budget for the Fiscal year 1961-62 and recommended that it be approved. There was considerable discussion regarding the policy of permitting City employees to hold jobs in addition to their primary employment with the City. Alderman Sutton suggested that, unless there is a policy to the contrary, the the City Manager take necessary action to see that the City's interest was not jeopardized.
