<br />.V <br />u <br /> <br />SPECIAL COUNCIL MEETING Ht:LD -AUGUST 31. 1961 <br /> <br />On the 31st day of August 1961 at 9100 o'clock in the morning, <br />the Governing Body of the City of San Marcos met in Special Session- in <br />the City Hall, Mayor C. Van Bibber, Building Custodian <br /> <br />The meeting was called to order by the Mayor who explained <br />that the purpose of the meeting was to hear from local representatives <br />of the GSA regarding flood water at the new Federal building and such <br />other matters as might properly be brought to the attention of the <br />Council. <br /> <br />I <br /> <br />The meeting was turned over to Mr. Meredith to explain the <br />General Services Administration's plans to eleminate the flood water <br />which is pumped from under the Federal Building on to Hutchison Street. <br />Mr. Meredith explained that the Government would like to pipe the <br />water across Hutchison Street and dump it on the side where it would <br />run down Hutchison Street to the river. The Council objected as they <br />thought the water should be placed in a storm drain to prevent any <br />additional damage to the streets. <br /> <br />The Council reported that a petition had been received from <br />the Church of Christ regarding the water damaged caused there and also <br />told of the water damage occuring at the Palamino Courts. Mr. Meredith <br />explained that fixing the street damage presented no problem and could <br />be arranged but that the GSA could not install a storm drain. <br /> <br />Alderman Younger explained that he had contacted the City <br />Attorney regarding the matter. Mr. Younger suggested that the Federal <br />Government install a line of sufficient size to accomodate their run- <br />off and that, if the City desired a larger line, the cost of the dif- <br />ference between the two lines be borne by the City. He explained that, <br />in his opinion, the solution suggested by Mr. Meredith was merely a <br />"stop gap measure". Mayor Allen expressed the opinion that the agency <br />which created the nuisance should abate the nuisanoe. <br /> <br />After consideral discussion Alderman Younger made a motion <br />that Senator Yarborough and Congressman Thornberry be Appraised of the <br />situation and their assistance requested in obtaining a solution for <br />the City. The motion was seconded hy Alderman Korff and carried <br />unaminously. <br /> <br />I <br /> <br />Mr. Meredith suggested that before this measure was done, <br />that the Council discuss the matter further. Alderman Hillhurn made <br />a motion that the City Manager prepare an estimate of the cost of <br />adequately repairing the street& installing curbs on Frederickshurg <br />Street, installing an adequate storm drain and such other repairs as <br />would he required to rectify the damage done to the streets. This <br />work to be done and the figures presented to GSA prior to writing <br />to Senator Yarhorough and Congressman Thornberry. The motion was <br />seconded hy alderman Sutton and carried lin,minously. Mr. Meredith <br />and Mr. Van Bibher left the meeting. <br /> <br />The matter of the easement across Lot 2, Block 3, of the <br />Enoch Moore addition was hrought up for discussion hy the Council. <br />
