<br />.... <br /> <br />REGULAR MEETING HELD ON SEPTEMBER 9, 1961 <br /> <br />On the 9th day of September, 1961, at 2.00 o'elo~ in the <br />afternoon the Governing Body of the City of San Marcos met in regular <br />session in the City Hall, Mayor C. Tomlinson <br /> <br />The meeting was called to order by Mayor Allen. <br />of the August 8th were approved as read and the minutes of <br />ing of August 31st were approved after the addition of the <br />of the purchase of a Thermofax was added. <br /> <br />The minutes <br />th.e meet- <br />approval <br /> <br />I <br /> <br />The first item of business was the application of George C. <br />Neuse for a permit to operate a taxicab. Mr. Lee Swift, Attorney, <br />appeared before the Council representing Doyle Scott, operator of <br />Scottie's Taxi. Mr. Swift explained to the Council that, in his <br />opinion, the Taxi Ordinance requirements had not been complied with <br />by Mr. Neuse. In particularly the matter of "public necessity for <br />additional taxis". Mr. Swift explained that Scottie's Taxis and Mr. <br />Dobbins provided ample taxi service for a city of this size and <br />asked that the Council carefully consider the matter of the neces- <br />sity for additional taxis before the franchise be granted for another <br />vehicle. It was the opinion of the Council that Mr. Neuse file a <br />formal application in accordance with the Ordinance requirements. <br /> <br />The City Manager reported that the report for the General <br />Services Administration hadn't been completed due to the pressing <br />work occasioned by Hurricane CARLA. <br /> <br />The matter of the opening of Grace Street was discussed. <br />The Council was informed that the San Marcos Academy had purchased <br />the area on both sides of Moore Street extended from Smith Ave. to <br />Grace Street from the Smith Brothers (Edwin and Max) but the final <br />deed had not been drawn. It was the opinion 'of the Council that <br />actual cons~uction should not begin until the deed had been offi- <br />cially accepted and signed. The matter was referred to the City <br />Attorney. <br /> <br />I <br /> <br />The City Manager reported that he had been advised by NAS <br />Phoenix that surplus aircraft was not available at this time for <br />use display in public parks. <br /> <br />A rather detailed report of the status of the City's <br />firemen with regard to retirement was given. The City Manager re- <br />ported that he had written letters to the Vice-President's office, <br />Senator Yarborough and Congressman Thornberry enclosing a petition <br />signed by all firemen not covered by FICA asking that the COngress- <br />ional representatives assisting in getting the Firemen covered by <br />Social Security prior to the establishment of TMRS Unit 2. This <br />met with the approval of the COunci I to obtain FICA Coverage and <br />upon motion of Alderman Younger, seconded by Alderman Hillburn the <br />City Manager was authorized to proceed. <br />
