Reverend ByrOlll gave <br />the Invocation. <br /> <br />I <br /> <br />The minutes of the last lIIeeting'were approved. <br /> <br />The Budget Hearing was then b~ought on the Agenda and the City'Manager's <br />recommendations were discussed. Mr. Ful1erexplained'his idea of the City <br />Planning Commission. Alderman Stokes suggested that the City Manager contact the <br />ee City'Attorney and draw up plans for appointing the City Planning COmmission <br />and the HODIan Relations COmmittee to be presented at a later'meeting. This <br />suggestion was approved by the Council. . <br /> <br />Alderman Ruiz felt that the City should be working on the matter of <br />purchasing the Coy Deviney property along the San Marcos River, since the Option <br />of this land would expire in the near future. He asked that plans for procurement <br />of property and the improvellllint oEsame be prepared 'as soon IS possible and a <br />special meeting be called at that tile. Aldeman Younger said that he,{~lt that a <br />Citizens Committee should work with the City on this improvement plan, since it <br />would entail the expenditure of public funds. It was felt by the Council, that <br />this would' tie in with the City P.anning Commission and could be worked out when <br />detinate plans were ma,de and presented. <br /> <br />The refinancil\g andjorcancellation of three small !!ond Issues was <br />discussed, but Alderman Stokes moved that the Bond question be deferred until a <br />later date. Ruiz secinded the motion and the motion carried~ <br /> <br />Alderman Ruh stated that this was the third Budget that he had seen <br />during his tenure and he felt that it was by far the best. He moved that it be <br />approved as presented. Alderman Moore seconded the motion and the motion carried <br />unanimously. <br /> <br />An Ordinance Levying Taxes for the use and support of the Municipal <br />Goverlllllent of the City of San Marcos, Texas, and to provide a. Sinking Fund for <br />The Retirement of The Bonded Debt of said City was. introduced by Alderman Swift <br />who moved it's adoption. Alderman Ruiz seconded the motion. The Ordinance was <br />read in full and upon roll call the ayes and nays ware I ' <br /> <br />Ayesl Moore, Ruh, Stokes, Swift, Younger. <br />Nays I None <br /> <br />I <br /> <br />Alderman Swift read a Proclamation which had been presented by the San <br />Marcos Jaycees prOClaiming the .onths of May and: June as "Safety Belt Months". <br />He asked for the issuance of this Proclamation by the Mayor. The Mayor declared <br />the Proclamation issu~d. <br /> <br />A letter from Sociedad Guauhtemoc 'was read totne Council by:~yor <br />Allen and Alderman Stokes suggested that Alderman Ruiz contact the group <br />to ascertain just what their request involved. <br /> <br />Alderman Stokes moved the approval of a Resolution designating the <br />Fi~st National Bank as the Depository for all city' Funds except the Firemen.s <br />Pension Fund. Motion seconded by Alderman Ruiz and motion carried. <br /> <br />IJ.& <br />
