Knitt, Mrs. Jerri Veidt and Tom Buckner <br /> <br />The meeting was called to order by the Mayor. The Rev. E.H. Knitt <br />gave the Invocation. <br /> <br />Alderman stokes called attention to an error in the Dog 9rdinance <br />passed and approved at the June 26 meeting, and suggested a change <br />in choice of words in Section 6, the last. sentence , to read "impound <br />all unlicensed dogs", and in Section 13 to substitute the words "estrus" <br />for the word "ovulation" wherever the last word should appear in the <br />ordinance. The suggestions were approved and the minutes of the June 12th <br />and June 26th meetings were approved as corrected. <br /> <br />The Reverend Mr. Knitt, speaking a a member of the Library Board, commended <br />the Council for its efforts on behalf of the Library. <br /> <br />I <br /> <br />A complaint from Mrs. Crumley, River Road, was brought before the Council <br />and discussed thoroughly. The complaint stated the mosquito problem <br />was created by the sewer outfall into the Blanco River.' The City Manager <br />was instructed to explain to Mrs. Crumley that at present there is no <br />satisfactory solution to the problem and that corrective measures would <br />be of a temporary nature, since the condition will recur every time there <br />is a rise on the Blanco River. <br /> <br />Alderman Ruiz expressed the opinion that Acting Chief of Police Dial <br />had been doing a good job and should be appointed Chief of Police. <br />Alderman Swift reminded the Council that, in keeping with established <br />pOlicy, personnel metters should be discussed in executive session. <br />Alderman Ruiz agreed, providing an executive ,session be held immediately <br />following the regular meeting. <br /> <br />City Manager Items were brought before the Council for their information <br />and consideration. Mr. Fuller announced that Mr. E.O. Wiley had agreed <br />to continue as Corporation Court Recorder until the expiration of his <br />term of office on April 1, 1963. Mr. Fuller stated he was in the process <br />of preparing material for an information meeting with civic leaders on <br />the General Neighborhood Renewal Program. Alderman Stokes moved that <br />the orientation meeting be held on July 16, 1962. The motion was <br />seconded by Alderman Younger ~nd c~rried unanimously. <br /> <br />I <br /> <br />An amendment to the existing Electrical Ordinance was presented to the <br />Council for their consideration and adoption by Alderman Swift, who <br />moved its adoption. The motion was seconded by Alderman Ruiz. The <br />Amendment, captioned as follows, was read in full: <br /> <br />AN ORDINANCE AMENDING REGULATORY MEASURES PERTAINING TO <br />ELECIRICAL WORK IN THE CITY OE SAN MARCOS; CREATING AN <br />ELECIRax:.:AL BOARD AND PROVIDING FOR APPOImMEm OF US <br />MEMBERS; PROVIDING FOR APPEAL FROM THE DECISIONS OF SAID <br />BOARD; PROVmING FQR ISSUANGE OF L!CENSES:TO MASTER ELECIRICIANS; <br />PROVIDING FOR FEES, BONDS AND THE KEEPING OF RECORDS, AND THE <br />REVOCATION OF LICENSES; PROVmING FOR ELECIRICAL INSPECTOI5 AND <br />PRESCRIBING THE DUTIES AND POWERS OF SAID OFFICERS; PROVIDING <br />FOR THE ISSUANCE OF PERMITS FOR ELECTRICAL WORK AND THE INSPECT!ON <br />THEREOF, AND FIEING THE FEES FOR SUCH INSPECTION; PROMULGATING <br />RULES AND REGULATIONS TO GOVERN ALL ELECTRICAL WIRING, CONSIRUCI- <br /> <br />ION, INSTALLATION, ALTERATIONS, REPAIRS, OPERATION AND MAINTENANCE <br /> <br />if.- <br />:....i <br />
