Ford <br /> <br />The meeting was called to order by Mayor Allen. The Invocation was given <br />by Mrs. Lawrence Ball, Minister of the Assembly .of God Church.. <br /> <br />The minutes of the previlous meeting were approved .as written. <br /> <br />I <br /> <br />The Mayor enquiring if there were any delegation to appear before the Council, <br />D. Glen Norris presented a request for. reimbursement of $21.46, penalty and <br />interest on City taxes. He claimed he was not rendered a stqtement. This <br />request had already.beenbrought before the Council at the Adjourned Meeting <br />of August 21, 1962, by City Tax Asse.ssor-Collector George C. Reed. The Mayor <br />and Aldermen questioned Mr. Norris about the circumstances, with the result <br />that it was agreed to consLllt the .City Attorney on the legality of waiving <br />penalty and interest in such a case. <br /> <br />JamesL. ,Ford" apBeared before ,the Council to ask. the City to intercede with <br />the State Highway Department to improve drainage on Ranch Road 12. He stated <br />his ,house and that of his mother had been flooded thn>e times since 1951. <br />He displayed eight pictures showing the water and mud in his mother's house. <br /> <br />Alderman Stokes made amotion that the City Manager immediately confer with <br />the state Hi ghway Department about the drai nage problem on Ranch Road 12. <br />Alderman Younger seconded the motion, which passed unanimously. <br /> <br />A petition for annexation to the City of a homestead and .five lots belonging <br />,to n.Lo Lightfoot and wife was llrought before the CounciL The .location <br />of the property. and. the covering letter of the pei tion concerning improvements <br />to be expected by the petitioners were thoroughly discussed. The matter was <br />tabled, to comply with the ruling that a petition must not be acted on in less <br />than five. days after receipt. <br /> <br />A petition signed by James Tuttle, joined by Nilon Ta.llant and wife, requesting <br />annexation of a portion of unimproved land known as Highland Terrace 3 was <br />received by the Cquncil. The matter was discussed .and tabled, in qccordance <br />with the five-day ruling. <br /> <br />I <br /> <br />The matter of a contract with the Commissioners Court of Hays County for the <br />use of the County Jail for City prisoners was brought before the Council. <br />Alderman Swift moved that Mayor Allen, Alderman Stokes and City Attorney <br />Walker represent the City to negotiate terms with the Commissioners Court. <br />The motion, seconded by Alderman Ruiz, was passed unanimously. <br /> <br />Alqe~an Swift reminded Council members again .about the. "Trial De Novo" <br />Ameddment (HJR32) and moved that the Resolution he had previously proposed <br />be published in the San Marcos Record on Nov. 1, 19,62, that being the issue <br />just previous to the General Election.
