Danne~ley <br /> <br />Mayor Allen called the meeting to order at 7100 o'clock p.m., Tuesday, <br />November 13, 1962. The Rev. Sam Junkin, pastor of First Presbyterian <br />Church, gave the Invocation. ~ <br /> <br />The Minutes were approved, subject to the following addition and a correction <br />to the Minutes of the November 7th Meeting, Alderman SWift called attention <br />to an ommission in his motion putting into effect pay raises in Annex "0" of <br />the Personnel POlicy, which motion included a raise to $300 for the Chiel <br />Dispatcher. Alderman Younger stated he had voted "Nay" on the same motion. <br />The correction and addition were made as directed. <br /> <br />Alderman Younger introdUCed the subject of the City's ~agre~ent to paVe <br />Schulle Drive if the Seven property owners'would put up $700 'for purchase of <br />right-of-way. The matter was reviewed, AldeIUlan Stokes saying it was his <br />unders~anding the City was already committed to paVe 'the street and put in a <br />water line, SeWer and fire plugs, in addition to the paving. Alderman Stokes <br />moved that the City Manager be directed to advise the property owners to deposit <br />the $700 for right-of-way With the City Attorney; that the City proceed with the <br />purchase of right-of-way; and that a letter be sent the property owners stating <br />that the city will provide the ref!!renced services and paving by June 1, 1963. <br />Alderman Ruiz seconded the motion, which paSSed unanimously. <br /> <br />AldeIUlan Younger asked the City Manage~' for a report on the State Highway <br />Department's position on the flooding of the Ford' hOUSe on RM 12. The City <br />Manager stated he had talked to tpe Highway Department engineers. The Department <br />has engineering data' to prove that thefleoding on the Ford house was not caused <br />by their road work. The City Manager stated that he had also obtained a raling <br />from the City Attorney by which the City is exonerated from any responsibility <br />in the matt~r. The City Manager said he had ascertained that a stopped drainage <br />ditch on ~he Ford property was causing a major part of the flOoding. <br /> <br />Alderman Moore asked if the City has an ordinance governing the hauling of trash <br />and garbage through the streetS. He had observed a privately-owned,truck leaving <br />a trail of garbage down the street. Alderman Younger stated the City dOeS have <br />an ordinance requiring that garbage and trash be covered while it is being hauled <br />through City streets. <br /> <br />Alderman Swift asked the City Manager for progress reports on the Hays County- <br />San Marcos Recreation Area at Canyon Dam ReSaLvoir; and the Codification project. <br />The City Manager answered the Second request first, saying he had written to the <br />three codifyers most highly recommended. He gave estimated prices on the codifi- <br />cation of the ordinances Qf the City of San Marcos, as quoted by the three firms. <br />The different proposals Were thoroughly discussed and it was agreed that further <br />investigation should be made by the City Manager on the particular needs of <br />San Marcos, and which firm could best meet those needs. Alderman Swift suggested <br />that the City Manager concentrate on proposals offered by Municipal Code Corp. <br />and Michie City Publications Corp. <br /> <br />On the Canyon Dam matter, the City Manager stated the City had been working <br /> <br />Hr.~~ <br />
