Younger, jr. called the meeting to order at 7:30 p.m. <br /> <br />I <br /> <br />Mr. Elwood Soechting, Board Member of "the Chamber of Commerce. appeared <br />before the Council to get its approval on two of the items adopted as <br />goals by the Chamber of Commerce at its January meeting. First item <br />discussed was the need for additional lighting in the downtown business <br />district; second, was a plan for providing adequate parking facilities <br />in the business district. Mr. Soechting was informed that the City had <br />requested additional lights from LCRA. and the problems in connection with <br />this project were discussed. On the second item, Mr. SOechting stressed <br />the need for installing parking meters around the Court House Square, and <br />said he had met with little encouragement when he appeared before the Hays <br />County Commissioners Court the day before. It was brought out that Hays <br />County owns the land on which the Court HOuse stands, and several additional <br />feet beyond the sidewalk line. Alderman Stokes emphasized that the City <br />might favor putting parking meters around the Square, but the County owns <br />the property and any project for installing meters there would have to go <br />through County channels. Alderman Swift thanked Mr. Soechting for appear- <br />ing before the Council, and suggested that a representative of the Chamber <br />of Commerce should attend all Council meetings, to "maintain rapport between <br />the two groups, whose aims are often the same". The Mayor Pro-Tern assured <br />Mr. Soechting that "when things are desired by the people, the Council will <br />always have an open ear". It was mutually agreed by members of the Council <br />that the Planning Commission sh~uld be asked to make a survey of downtown <br />lighting. <br /> <br />Alderman Swift moved the adoption of an ordinance receiving certain <br />territory into the corporate limits .of the City of San Marcos, as presented <br />in a petition received by the' Council on Jan. 8. 1963, from Mr. Gene Phillips, <br />being a tract of land on the east side of I-35 adjoining the north line of <br />the Sewage Disposal Plant property. The ordinance, attached hereto with Annex <br />"A" as a part of the Minutes, was read in full. Alderman Ruiz seconded the <br />motion for adoption, and on roll call, the following vote was tecorded: <br /> <br />AYE: Moore, Ruiz, Stokes, Swift <br />NAY: None <br /> <br />Whereupon, the Mayor Pro-Tem declared the Ordinance passed, approved <br />and adopted. <br /> <br />I <br /> <br />Alderman Swift moved the adoption of an ordinance rece~v~ng certain <br />territory (a portion of the Oak Heights Addition, Z. Williamson Addition <br />and vacant land) into the corporate limits of the City.of San Marcos. as <br />set forth in a petition from Mr. John Stokes, received by the Council on <br />Jan. 8, 1963. The Ordinance and Annex "A", setting forth the metes and <br />bounds attached hereto with map as part of the Minutes, was read in full <br />discussed.
