Mr. Wray Weddell, jr. Mayor Pro-Tem J.E. Younger, jr. called the meeting to order at 7:30 p.m. I Mr. Elwood Soechting, Board Member of "the Chamber of Commerce. appeared before the Council to get its approval on two of the items adopted as goals by the Chamber of Commerce at its January meeting. First item discussed was the need for additional lighting in the downtown business district; second, was a plan for providing adequate parking facilities in the business district. Mr. Soechting was informed that the City had requested additional lights from LCRA. and the problems in connection with this project were discussed. On the second item, Mr. SOechting stressed the need for installing parking meters around the Court House Square, and said he had met with little encouragement when he appeared before the Hays County Commissioners Court the day before. It was brought out that Hays County owns the land on which the Court HOuse stands, and several additional feet beyond the sidewalk line. Alderman Stokes emphasized that the City might favor putting parking meters around the Square, but the County owns the property and any project for installing meters there would have to go through County channels. Alderman Swift thanked Mr. Soechting for appear- ing before the Council, and suggested that a representative of the Chamber of Commerce should attend all Council meetings, to "maintain rapport between the two groups, whose aims are often the same". The Mayor Pro-Tern assured Mr. Soechting that "when things are desired by the people, the Council will always have an open ear". It was mutually agreed by members of the Council that the Planning Commission sh~uld be asked to make a survey of downtown lighting. Alderman Swift moved the adoption of an ordinance receiving certain territory into the corporate limits .of the City of San Marcos, as presented in a petition received by the' Council on Jan. 8. 1963, from Mr. Gene Phillips, being a tract of land on the east side of I-35 adjoining the north line of the Sewage Disposal Plant property. The ordinance, attached hereto with Annex "A" as a part of the Minutes, was read in full. Alderman Ruiz seconded the motion for adoption, and on roll call, the following vote was tecorded: AYE: Moore, Ruiz, Stokes, Swift NAY: None Whereupon, the Mayor Pro-Tem declared the Ordinance passed, approved and adopted. I Alderman Swift moved the adoption of an ordinance rece~v~ng certain territory (a portion of the Oak Heights Addition, Z. Williamson Addition and vacant land) into the corporate limits of the City.of San Marcos. as set forth in a petition from Mr. John Stokes, received by the Council on Jan. 8, 1963. The Ordinance and Annex "A", setting forth the metes and bounds attached hereto with map as part of the Minutes, was read in full discussed. Alderman Ruiz seconded the motion for adoption, and. on roll the following vote was recorded: .V and call, AYE: ~oore, Ruiz, Stokes, Swift NAY: None Whereupon, the Mayor Pro-Tern declared the Ordinance passed, approved and adopted. -H[W ~
