Worrell <br /> <br />City Manager <br />City Secretary <br /> <br />Guests: <br /> <br />Mrs. Jerri Veidt, Mr. Vance Winn, Mr. Hollis Smith <br /> <br />Mayor Pro-Tem Younger called the meeting to order at 7:30 p.m. <br /> <br />Mr. Vance Winn, President of the Junior Chamber of Commerce of San Marcos, <br />appeared before the Council to ask approval of a proposed project of his <br />organization: the placing of trash receptables in downtown San Marcos for <br />the purpose of having a cleaner town. Mr. Winn wished to know if the City <br />would allow the receptacles to be placed on posts, and if the City Sanitation <br />Department could service and maintain them. Mayor Pro-Tern Younger commended <br />the Jaycees for the project, and a general discussion ensued. By common <br />consent, the Aldermen gave their approval, and it was agreed that Mr. Winn <br />would consult with the City Manager on the best type of container for <br />San Marcos' needs. <br /> <br />I <br /> <br />The following information was conveyed, and action taken on the specified <br />items of business for which the Special Meeting was called: <br /> <br />Alderman Swift introduced a Clean Lot Ordinance and moved its adoption <br />and publication, as read. Caption of the proposed ordinance was as follows: <br /> <br />I <br />I <br />I <br />I <br />I <br />I. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I, <br />I <br /> <br />AN ORDINANCE PROMOTING THE HEALTH AND WELFARE OF THE CITIZENS OF <br />SAN MARCOS, TEXAS, BY MAKING IT UNLAWFUL TO ALLOW STAGNANT WATER <br />TO ACCUMULATE OR REMAIN ON PREMISES; BY MAKING IT UNLAWFUL TO <br />ALLOW CAllflION, FILTH OR OIHER IMPURE OR UNWHOLESOME MATTER TO <br />ACCUMULATE OR REMAIN ON PREMISES; BY MAKING IT UNLAWFUL TO ALLOW <br />WEEDS, RUBBISH, OR OTHER UNSIGHTLY, OBJECTIONABLE OR UNSANITARY <br />MATTER TO ACCUMULATE OR GROW ON PREMISES; PROVIDING FOR NOTICE TO <br />BE GIVEN TO ~IERS OR OCCUPANTS OF SUCH PREMISES IN CASE OF THEIR <br />FAILURE OR REFUSAL TO SO DRAIN OR REMOVE ANY SUCH STAGNANT WATER, <br />CARRION, FILTH, OR OTHER IMPURE OR UNWHOLESOME MATTER, OR IN CASE <br />OF THEIR FAILURE OR REFUSAL TO SO Cill DOWN OR REMOVE my SUCH WEEDS, <br />RUBBISH, BRUSH OR OIHER UNSIGHrLY, OBJECTIONABLE OR UNSANITARY MATTER; <br />PROVIDING FOR THE PERFORMANCE OF SUCH DRAINING, REMOVING OR CillTING <br />BY THE CITY OF SAN MARCOS IN THE EVENT OF CONTINUED FAILURE OR REFUSAL <br />AFTER NOIICE TO OWNERS OR OCCUPANTS; PROVIDING FOR THE FIXING OF A <br />LIEN AGAINst SUCH PREMISES FOR SUCH WORK OR IMPROVEMENTS; CONCLUDING <br />WrrH PARr IAL INVALIDITY, REPEAL OF CONFLICTING OROINANCES mD <br />EFFECnVE DATE PROVISIONS. <br /> <br />I <br /> <br />Alderman Stokes seconded the motion, and in the discussion which fOllowed" <br />Alderman Moore questioned Articles 7 & 8, referring to penalties. After <br />further discussion, Alderman Stokes amended the motion to read "with the <br />deletion of Sections 7'& 8, and the phrase in the ,caption referring to <br />penalty. The amendment being aceptable to Alderman Swift, and the second <br />having been made, the following vote was recorded on roll callI <br /> <br />AYE, Moore, RUlz, Stokes, Swift <br />NAY I None <br /> <br />Whereupon, the Mayor Pro-Tem declared the Ordinance Passed, Approved and <br />Adopted.
