Martin, Celestino Mendez, jr. . <br /> <br />The Mayor called the meeting to order at 7130 p.m. The Reverend.c.Eugene <br />Jennings gave the Invocation. <br /> <br />Minutes of the JuneS, June 13, June 25, June 29 and July 6, 1964 meetings <br />were approved as presented, on motion of Alderman Serur and second of <br />Alderman Pool. <br /> <br />The Mayor recognized Jim Cauthorn of Scrutchin-Cauthorn Motor Company <br />from the floor. Mr. Cauthorn requested that the Council grant his firm <br />permission to erect a sign in front of the showcase window. Item 1 of <br />City Manager Items stated that the Chief Inspector had refused a permit <br />as constituting a violation of the City Building Code" A diagram of the <br />proposed location of the sign was shown the Council. It was stated the <br />sign would be three inches on City property. Alderman Pool moved that the <br />permit be issued; Alderman Whittenberg seconded the motion. In the discuss- <br />ion which followed, Alderman .RIliz asked if issuance of the permit would not <br />constitute a violation of the Building Code, adding: "We can't go against <br />our own ordinances!" The Mayor agreed that it would, but stated "exceptions <br />have been made all over town". :It was brought out that amendments to the <br />ordinance had been made in such ,cases. After considerable discussion, the <br />question was called for, with the following resultl <br /> <br />AYEI Pool, Serur, Whittenberg <br />NAY: RIliz <br /> <br />The Mayor declared the motion carried, and directed the City Manager to <br />authorize Inspector Jack Major to issue the permit. <br /> <br />Alderman Ruiz said he would like to go on record as. stating that he did not <br />want to be.a party to a suit brought against the City by a perSon who had <br />be.en refused a permit under similar circumstances. <br /> <br />Dr. M.M. Martin, President of the Board of Trustees of the San Marcos <br />Independent School District, appeared before the Council to discuss exten- <br />sion of water and sewer lines to .one of the proposed sites under consider- <br />ation for a new elementary school. He. was accompanied by Celestino Mende:::, j r., <br />School Board Member. Dr. Martin asked how far the City would go in standing <br />part of the expense of extending the lines. The Mayor answered that what was <br />good for the schools was good for the City, and vice versa; that.when the site <br />was selected, the City Council would cooperate to the fullest extent possible. <br /> <br />OLZ <br />
