Womack <br />Barbara Edwards <br />George Boeker <br /> <br />Also Present: John Stokes, John Sanford, Earl Williams, Jeff Watkins, <br />Evelyn Honea, Jackie Matthys, Bob Minnie, Billy Moore, Ken Long, Mrs. <br />Pryatel, Ada Burke, Albert Sierra, Charles Stone, Jerri Martin, Daniel <br />Brown and others. <br /> <br />The Mayor Pro-Tem called the meeting to order at 8:05 p.m. <br /> <br />Mr. James introduced for consideration the authorization to retain <br />Don Butler to negotiate with utility companies for franchise agree- <br />ments. After discussion it was established that Mr. Butler would <br />be paid an hourly rate for his services and that each bill submitted <br />would be shown to Council for their approval and acceptance. Mrs. <br />Norris moved to retain Don Butler to negotiate the utility companies' <br />franchise agreements and authorize City Manager A. C. Gonzalez to re- <br />tain Mr. Butler's services and Mr~ Brown seconded the motion, which <br />passed unanimously. <br /> <br />Mr. James introduced for consideration a Resolution, the caption <br />which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />~RCOS, TEXAS, APPROVING A LEASE AGREEMENT BETWEEN <br />SAID CITY AND JOE B. MILLICAN FOR LAND ADJACENT TO <br />THE NORTH BOUNDARY OF THE CITY OF SAN MARCOS CONTACT <br />STABILIZATION TREATMENT PLANT FOR THE PURPOSE OF DIS- <br />POSING OF SLUDGE FROM SAID PLANT, AUTHORIZING THE <br />CITY MANAGER OF SAID CITY TO EXECUTE SAID LEASE AGREE- <br />MENT AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to adopt the Resolution and Mr. James seconded the <br />motion, which passed unanimously. <br /> <br />Mr. James introduced for consideration on third and final reading <br />an Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE cITy COUNCIL OF THE CITY OF SAN <br />~RCOS, TEXAS ~ENDING SECTIONS 2-27, 2-28 AND 2-29 <br />OF THE CODE OF ORDINANCES, CITY OF SAN MARCOS, TEXAS, <br />BY SPECIFYING WHAT CONSTITUTES THE UNCLASSIFIED AND <br />CLASSIFIED POSITIONS OF EMPLOYMENT IN SAID CITY SER- <br />VICE; BY SPECIFYING THE RESPONSIBILITIES OF THE PER- <br />SONNEL APPEALS BOARD; BY SPECIFYING PERSONNEL APPEALS <br />PROCEDURE AND DECLARING AN EFFECTIVE DATE. <br /> <br />After much discussion Mr. Cavazos moved to adopt the Ordinance which <br />retains the Personnel Appeals Board as it presently exists and Mr. <br />Brown seconded the motion. On roll call the following vote was re- <br />corded: <br /> <br />AYE: Brown, Cavazos, James, Kreczmer and Mendez. <br /> <br />NAY: Norris. <br /> <br />ABSTAIN: None~ <br /> <br />City Attorney Barbara Edwards advised the Council that the term of <br />the Board had not been set out in the adopted Ordinance.
