Worrell <br /> <br />Visitors: <br /> <br />Mrs. Jerri Veidt <br /> <br />The Mayor Pro Tem called the meeting to order at I~OO p.m. <br />Council members signed "Consent to Meeting", <br /> <br />I <br /> <br />Four petitions for anne~ation were received, property descript- <br />ions being: a. Lots 8, 14, 15, & 16, Block 4, Oak Heights <br />Addition; b. Lot 6, Block 4, Oak Heights Addition; c. Lot 4, <br />Block 4, Oak Heights Addition; d. Lots 400-403, Westover <br />Addition; Lots I thru 6, Block 3, F.P. Dannel ley Addition; <br />Lots 1 thru 6, Block 4, F.P. Dannel ley Addition; together with <br />all streets and alleys adjoining said lots. Petitions are made <br />a part of the Minutes. Mr. Fuller said the Planning & Zoning <br />Commission had recommended annexation of the property. The City <br />Manager provided a map for Counci Imen to study the location of <br />the petitioned property. Alderman Pool moved that the petitions <br />be formally received. Alderman Ruiz seconded the motion, and on <br />roll call, the fol lowing vote was recorded: <br /> <br />AYE: <br />NAY; <br />ABSTAINING: <br /> <br />Pool, Ruiz, Whittenberg <br />None <br />Tuttle <br /> <br />The Mayor Pro Tem declared the motion carried, and stated the <br />petitions would have to "Iie" five days before Annexation <br />Ordinances could be introduced. <br /> <br />The City Manager introduced the advisabi lity of making a study <br />of needed pub Ii c works i mprovernents. I n a prepared statement, <br />Mr. Fuller outlined his recommendation: <br /> <br />I <br /> <br />".. .It is believed that this should be the amount of work <br />which can be completed within a five-year period. PL-56o, <br />83rd Congress, granted authority to the Community Facili- <br />ties Administration to initiate a program of advances for <br />public works planning, The eFA is authorized by Congress <br />to make interest free advances to municipalities to aid in <br />financing the cost of Plan preparation for specific public <br />works projects. The primary purpose of this program is, <br />through assistance, to encourage municipalities to properly <br />plan their publ ic works program so that it maybe readi Iy <br />placed under construction as required. The advance is re- <br />paid by the municipali~y, without interest, at the time con- <br />struction is started.
