Alderman Froh said he did not see
any reason to bring the property into the City Limits, since
its location would create an island, with no neighbors near
enough to protest the change in zon i ng wh.j ch the owners intend
to request. The matter of the City's inabi lity at this time to
furnish wate~ and sewer facilities to the property was discuss-
ed at length. Dr. Pool said he did not recal I a single instance
of a petition for annexation being refused, since he had been on
the Counci I. The City Manager agreed, bu~ pointed out that
circumstances were unique. He suggested that the property be
annexed with a proviso that when the owners wish to develop it,
they would be required to provide adequate water and sewer lines
to the property. After further discussion, Alderman Pool moved
that the Moel ler pro~erty be annexed, with the proviso that the
owner provide at his oWn expense essential city util ities, of
a size to be determined by the City. Alderman Whittenberg
seconded the motion and on roll call, the following vote was
recorded:

=
U
..~
0::
~
