<br />The Mayor called the ,meet,ing to order at 7:30 p.m.

<br />Minutes of the meetings held April 19, 20 and 22, and
<br />May 9 and 13, 1966 were approved as presented, on motion of
<br />Alderman Pool, and second of Alderman Froh.
<br />
<br />Dr. Ben Primer, Director of Hays County-San Marcos Health
<br />Unit, presented a proposal for supplementary Public Health
<br />nursing under Community Action, Office of Economic Opportunity.
<br />Copies of the appl ication were distributed to Counci Imen.
<br />Application was for one Yaar, with the City furnishing 10% of
<br />the cost on an "in kind" basis, and the Federal Government,
<br />under the.Economic Opport~nityAct. furnishing 90%. The pro-
<br />posal was thoroughly discussed, with ,Dr. Primer 'answering
<br />questions. Alderman Po~1 moved that the City accept the re~-
<br />~ponsibi lity for the Community Action Program for supple-
<br />mental nursing service for one year, as proposed in the appli-
<br />cation. Alderman Froh seconded the motion. After further dis-
<br />cussion, the question being cal led for, the fol lowing vote was
<br />recorded:

<br />The Mayor declared the motion carried.

<br />Isom H. Hale came before the Counci I to give the concluding
<br />section of his two-volume engineering report on Preliminary
<br />Planning for Water and Sewer, Streets and Bridges for the
<br />City of San Marcos: "VI. FINANCING". Copies were distrib-
<br />uted to Counci Imen. The complexe Report of Isom H. Hale &
<br />Associates, Engineers & Planners, may be seen in two bound
<br />volum~s in the fi les. Mr~ Hale explained that he had waited
<br />to complete ,the final chapter (Section VI. Financing) unti I
<br />the City employed a fiscal agent. He said he had worked with
<br />Gene Rourke, fiscal agent, and the City Manager. After giving
