Carson, Travis Roberts, Joe Camacho, <br />Jerri Veidt, Kenneth Comptnn, Galen Wellnicki <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Minutes of the Council meetings of May 13 and May 17,'1968 <br />were approved as presentedJ on motion of Mr. Flores and second <br />of Mr. Dannelley. <br /> <br />Travis Roberts, representing Reuben H. Meeks of Houston, <br />appeaned before the Council. He read a prepared statement, <br />referred ~o as -the final proposal-, on his repeated efforts <br />to get Council approval for a building permit on Farm Lot 25. <br />The tract, commonly known as -The, Nelson River ProPerty-, lies <br />within the boundaries of the General Neighborhood Renewal Plan. <br />Mr. Meeks' proposal was to trade the City Farm Lot 25 for a site <br />in the City Park, "behind the Texas National Guard Building". <br />The Mayor explained to Mr. Roberts that the Charter requires that <br />a referendum be held on any proposition to sell, exchange or lease <br />City park lands. He reminded Mr. Roberts of the City's long- <br />standing policy regarding building permits within the GNRP boundaries. <br />Members of the Council expressed regret that the program had been <br />delayed, but stated that they could not grant Mr. Meeks a building <br />permit when a policy exists not to issue building permits within <br />the GNRP area, on which basis others had been refused, <br /> <br />The Mayor submitted the name of Curtis Briggs as a member of the <br />Planning & Zoning Commission, explaining that Mr. Briggs was moving <br />back into the City Limits June 1. Dr. Craddock moved that Curtis <br />Briggs be appointed to the Planning & Zoning Commission. Mr. Flores <br />seconded the motionJ which passed unanimously. <br /> <br />The Mayor introduced the need for appointment of a Board of <br />Equalization to serve for the 1968 Tax Year. Mr. Serur said he <br />had contacted some of the members of the 1967 Board. Mr. Flores <br />moved that Al Aranda, Roy Buffington, W.C. Carson, Cole Y. Herron <br />and R~ben Ruiz be appointed as the 1968 Board of Equalization. <br />Dr. Craddock seconded the motion, which passed unanimously. <br /> <br />The Mayor reminded the Council that at the first regular meeting <br />of the Council in July, a Charter Review Commission must be appointed. <br />Members of the Council were given copies of Section 12.12 of the <br />Charter, which covers this subject. <br />
