<br />I <br /> <br />\..,; , <br /> <br />I <br /> <br />cl <br /> <br />107 , <br /> <br />ORDINANCE 1978-20.1 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, N1ENDING ARTICLE <br />II OF CHAPTER 15 OF THE CODE OF ORDINANCES <br />OF THE:':CITY OF SAN MARCOS WHICH "JAS ADOPTED <br />BY THAT ORDINANCE OF NOVEMBER 9, 1964 AS <br />RECORDED IN VOLUME 29, PAGE 294 OF THE MIN- <br />UTES OF THE CITY COUNCIL; AND ESTABLISHING <br />AN EFFECTIVE DATE. <br /> <br />WHEREAS, Article ,II of Chapter 15 of the Code of Ordinances has <br />been in effect since 1964; and, <br /> <br />WHEREAS, in order to define more accurately the role of the San <br />Marcos Public Library Board, and the provisions pertaininq thereto <br />in Article II; now, therefore, <br /> <br />BE IT ORDAINED BY'THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br />Part 1. That Article II of Chapter 15 of the Code of Ordinances <br />of the City of San Marcos be and is hereby amended and renumbered <br />in the following respects and particulars to read as follows: <br /> <br />Section 15-16. Definition. <br /> <br />For the purpose of this article the term "board" shall mean t:he <br />City of San Marcos Public Library Board. <br /> <br />Section 15-17. Created. <br /> <br />There is hereby created and established the City of San Marcos <br />Public Library Board which shall be subject to the jurisdiction <br />of the City Council. <br /> <br />Section 15-18. General Duties. <br /> <br />The San Marcos Public LIbrary Board is: <br /> <br />(1) to act in an advisory capacity to the City Council for the <br />continued development and improvement of the San Marcos Public <br />Library. <br />(2) to promote close communication between the City of San l"larcos <br />and all private citizens in order to secure the greatest degree <br />of public benefit from library resources and services. <br />(3) to advise in the formulation of reasonable policies governinq <br />the use of library facilities and resources based upon recommenda- <br />tions of the Library Director. <br /> <br />Section l5-19. Composition. <br /> <br />The library board shall consist of seven (7) members whose officers <br />are hereby created and established. The Director of the San Marcos <br />Public Library shall serve as an ex-officio member of the Library <br />Board. <br /> <br />Section 15-20. Qualifications of members. <br /> <br />Five (5) or more members of the lib;J:'ary board shall be resident <br />citizens of the City and qualifie~ voters. Upon completion of a <br />term of office, a member may not be reappointed' to the library <br />board until a period of at least one (1) year has elapsed. <br /> <br />Section 15-21. Appointment of members. <br /> <br />The members of the library board shall be appointed by the Mayor <br />with the advice and consent of the City Council. <br /> <br />Section 15-22. Terms of members. <br /> <br />The term of office of each member of the library board shall be <br />three (3) years and shall begin on October first of the year of <br />appointment, except that members of the first appointed library <br />
