I \..,; , I cl 107 , ORDINANCE 1978-20.1 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, N1ENDING ARTICLE II OF CHAPTER 15 OF THE CODE OF ORDINANCES OF THE:':CITY OF SAN MARCOS WHICH "JAS ADOPTED BY THAT ORDINANCE OF NOVEMBER 9, 1964 AS RECORDED IN VOLUME 29, PAGE 294 OF THE MIN- UTES OF THE CITY COUNCIL; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, Article ,II of Chapter 15 of the Code of Ordinances has been in effect since 1964; and, WHEREAS, in order to define more accurately the role of the San Marcos Public Library Board, and the provisions pertaininq thereto in Article II; now, therefore, BE IT ORDAINED BY'THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: Part 1. That Article II of Chapter 15 of the Code of Ordinances of the City of San Marcos be and is hereby amended and renumbered in the following respects and particulars to read as follows: Section 15-16. Definition. For the purpose of this article the term "board" shall mean t:he City of San Marcos Public Library Board. Section 15-17. Created. There is hereby created and established the City of San Marcos Public Library Board which shall be subject to the jurisdiction of the City Council. Section 15-18. General Duties. The San Marcos Public LIbrary Board is: (1) to act in an advisory capacity to the City Council for the continued development and improvement of the San Marcos Public Library. (2) to promote close communication between the City of San l"larcos and all private citizens in order to secure the greatest degree of public benefit from library resources and services. (3) to advise in the formulation of reasonable policies governinq the use of library facilities and resources based upon recommenda- tions of the Library Director. Section l5-19. Composition. The library board shall consist of seven (7) members whose officers are hereby created and established. The Director of the San Marcos Public Library shall serve as an ex-officio member of the Library Board. Section 15-20. Qualifications of members. Five (5) or more members of the lib;J:'ary board shall be resident citizens of the City and qualifie~ voters. Upon completion of a term of office, a member may not be reappointed' to the library board until a period of at least one (1) year has elapsed. Section 15-21. Appointment of members. The members of the library board shall be appointed by the Mayor with the advice and consent of the City Council. Section 15-22. Terms of members. The term of office of each member of the library board shall be three (3) years and shall begin on October first of the year of appointment, except that members of the first appointed library
