12, ORDINANCE NO. 1978-22.~. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING THE AMENDED BUDGET FOR THE 1977-1978 FISCAL YEAR BEGIN- NING ON OCTOBER 1, 1977, AND ENDING ON SEP- TEMBER 30, 1978; AND DECLARING AN EMERGENCY. I WHEREAS, the City Council of the City of San Marcos adopted the budget for the fiscal year 1977-1978, beginning on October 1, 1977, and ending on September 30, 1978, on September 12, 1977; and, WHEREAS, in accordance with Section 8.16 of the City Charter, the City Council desires to amend the budget to reflect an anticipated increase in revenues and expenditures in the Utility Fund; and, WHEREAS, a notice of public hearing on the amended budget for the City of San Marcos for fiscal year 1977-1978 was heretofore published on April 2, 1978, more than ten (10) days in advance of said hearing; and, WHEREAS, a public hearing on said amended budget was duly held on the 17th of April, 1978, and all interested persons were given an opportunity to be heard for or against any amendment to the budget previously adopted; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, ,!'EXAS: Section I. That the amended budget for the City of San Marcos, Texas, for the fiscal year 1977-1978, beginning October 1, 1977, and ending on September 30, 1978, as set forth in exhibit "A" which is att:ached hereto and for all intents and purposes incorporated herein, in words and figures as shown therein be, and is hereby approved and adopted. I Section 2. That all monies anticipated for collection under this ordinance shall be indicated as revenue and expenditures by the City Manager in the preparation of the annual budget; and the Direct:or of Finance shall keep accurate and complete records of all moni.es collected under this ordinance and of the purposes, for which same are expended. Section 3. That due to the pressing financial obligations of 1:he City which must be discharged immediately an emergency is hereby declared, and provisions of the City Charter requiring that ordinances shall be read on three separate days and that no ordinance shall become effec- tive until the expiration of ten (10) days following the date of its final passage is hereby dispensed with, this Ordinance to be in effect immediately upon its passage by this body.
