91 ORDINANCE NO. 1974 - 13 I AN ORDINANCE AMENDING THE APPENDIX TO THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS BY CREATING APPENDIX E, PROVIDING MINIMUM STANDARDS FOR MOBILE HOME PARKS; ESTABLISHING REQUIREMENTS FOR DESIGN, CONSTRUCTION, ALTER- ATION, EXTENSION AND MAINTENANCE OF MOBILE HOME PARKS AND RELATED UTILITIES AND FACILITIES; AUTHORIZING THE ISSUANCE OF PERMITS FOR CONSTRUCTION, ALTERATION AND EXTENSION OF MOBILE HOME PARKS; AUTHORIZING THE INSPECTION OF MOBILE HOME PARKS; FIXING PENALTIES FOR VIOLATIONS; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, THAT: This Ordinance shall be called "The Mobile Home Parks Ordinance". Section 1. Definitions. For the purpose of this Ordinance, certain terms, words and phrases shall have the meaning hereinafter ascribed thereto. A. Agent. Any person authorized by the owner of a mobile home park to operate or maintain such park under the provisions of this Ordinance. B. Building Official. The legally designated inspection authority of the City, or his authorized representative. I C. Certificate of Occupancy. A certificate issued by the Building Official for the use of a building, structure, and/or land, when the building, structure, and/or land complies with the provisions of all applicable City codes and regulations. D. Director of Public Works. The duly authorized employee or representative of the City in charge of the street, water and sewer department or any combination thereof. E. City Health Officer. The legally designated head of the City Health Department, or his authorized representative. F. City Official. The legally designated head of a City department, or his authorized representative when acting in an official capacity. G.' Common Access Route. A private way which affords the principal means of access to individual mobile home lots or auxiliary buildings. H. Driveway. A minor entranceway off the common access route within the park, into an off-street parking area serving one or more mobile homes. I I. Fire Chief. The legally designated chief of the Fire Department of the City, or his authorized representative. J. Internal Street. Same as common access route. K. Mobile Home. A movable or portable dwelling constructed to be towed by a motor vehicle on its own chassis over Texas roads and highways, connected to utilities, and designed without a permanent foundation for year-round living. It may consist of one or more units that can be telescoped when towed and extended later for additional capacity, or two or more units separately towable but designed to be joined into one integral unit.
