140. <br /> <br />RESOLUTION NO. 2003- 1 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS APPROVING A MEMORANDUM OF <br />UNDERSTANDING BETWEEN THE CITY, SOUTHWEST TEXAS <br />STATE UNIVERSITY AND THE COUNTY OF HAYS FOR THE <br />ADVANCED LAW ENFORCEMENT RAPID RESPONSE TRAINING <br />PROJECT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br /> 1. The City of San Marcos (the "City"), Southwest Texas State University ("SWT") and the <br />County of Hays (the "County") have agreed to cooperate to implement and operate a project known as the <br />Advanced Law Enforcement Rapid Response Training ("ALERRT") Project to train law euforcement <br />officers who are the first to arrive at a scene of violence. <br /> <br />2. The Project consists of two elemeuts: <br /> <br />A. A mobile training program to be conducted at numerous sites around the State, fuuded in <br />part by a grant to the City from the Office of the Governor, Criminal Justice Division; and <br /> <br />B. The establishment of a training facility on a site at tile Gary Job Corps Center property <br />near San Marcos, Texas, fuuded in part by a grant to SWT from the United States Department of <br />Justice. <br /> <br /> 3. The parties wish to execute a memorandum of understanding ("MOU") to describe the roles <br />and responsibilities of the parties with respect to the Project. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br /> PART I. Tile attached MOU between the City, SWT and Hays County related to the ALERRT <br />Project is approved. <br /> <br /> PART 2. The City Manager, Dan O'Leary, is authorized to execute the attached MOU on behalf <br />of the City of San Marcos. <br /> <br />PART 3.
