<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
<br />SAN MARCOS, TEXAS, AUTHORIZING THE MAYOR OF SAID
<br />CITY TO EXECUTE A SPECIAL WARRANTY DEED IN SUBSTITU-
<br />TION FOR THAT SPECIAL WARRANTY DEED APPROVED BY
<br />ORDINANCE OF OCTOBER 29, 1981, AND EXECUTED BY THE
<br />MAYOR OF SAID CITY ON NOVE}ffiER 5, 1981; SAID SPECIAL
<br />WARRANTY DEED CONVEYING LOTS 381, 382, 383 AND
<br />384 IN BLOCK FIFTEEN (15) OF THE WESTOVER ADDITION
<br />TO THE CITY OF SAN MARCOS, TEXAS, TO SCHEIB OPPORTU-
<br />NITY CENTER, INC., AND DECLARING AN EMERGENCY.

<br />
<br />WHEREAS, by Ordinance of October 29, 1981, the City Council
<br />of the City of San Marcos, Texas, conveyed Lots 381, 382, 383
<br />and 384 in Block Fifteen (15) of the Westover Addition to the
<br />City of San Marcos, Texas, to Scheib Opportunity, Inc. for the
<br />sum of Twenty Thousand Dollars; and,
<br />
<br />WHEREAS, use of said property by Scheib Opportunity Center, Inc.,
<br />was restricted by the Special Warranty Deed thus authorized to
<br />use" as a workshop for mentally retarded clients of Scheib Opportu-
<br />nityCenter, Inc."; and,
<br />
<br />WHEREAS, said description of the use intended by the City
<br />of San Marcos, Texas, for the property did not fully describe the
<br />activities which the Council wished to authorize on said site;
<br />and,
<br />
<br />WHEREAS, the City Council of the City of San Marcos, Texas,
<br />intends the property to be used for the following purposes:
<br />
<br />a. To promote the general welfare of the mentally
<br />retarded and mentally and emotionally disturbed
<br />and/or ill in the home, in the community, in
<br />institutions, and in the schools.
<br />
<br />b. To develop a better understanding of mental
<br />retardation and mental illness by the public.
<br />
<br />c. To plan, develop and maintain adequate facilities
<br />to house programs, services and staff utilized
<br />in ministering to the general welfare of the
<br />mentally retarded and mentally ill.
<br />
<br />d. To cooperate with and enlist the support of
<br />public, private, religious, and professional
<br />groups and agencies at the local, state, and
<br />federal levels in the furtherance of these
<br />objectives.
<br />
<br />e. To provide an advisory body to work with the
<br />State Department of Mental Health and Hental
<br />Retardation in the planning for and development
<br />of programs, services and staff for the general
<br />welfare of the mentally retarded and mentally
<br />ill in the surrounding community.
<br />
<br />f. To further the training, education and recruit-
<br />ment of personnel for work in the fields of
<br />mental retardation and mental illness at the
<br />communi ty leve 1.
<br />
<br />g. To solicit and receive funds, contributions
<br />and gifts for the accomplishment of any of the
<br />above purposes.
