I I I 88 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 7, 1980 PRESENT: Mayor John A. Hansen Council Members Ted Breihan Robert L. Cavazos Berry R. James Kenneth E. Sutton Gilbert G. Tenorio City Manager City Secretary City Attorney Director of Community Services Director of Finance A. C. Gonzalez Doriss Hambrick Barbara Edwards Albert Sierra Earl Williams Also Present: Jake Krauskopf, Fred Guerra, Tess Norris, Ken Long, Lannie Griffith, Rey Guevara-Vasquez, Mr. and Mrs. Morrisset, Mr. and Mrs. Hyatt, Chris Brasher, Ken Kraus, Mr. and Mrs. pryatel, Gordon Thompson, Karl Brown, Ada Burke, Shirley Wickershan, Eulalio DelaFuente, Joe Cox, Sharyl Werner and others. The Mayor called the meeting ot order at 5:00 p.m. The Mayor and Council canvassed the totals on the regular Election held Saturday, April 5, 1980. The Mayor introduced for consideration a Resolution delcaring the result of the regular election. Mr. Cavazos made a motion to approve the Reso- lution. Mr. James seconded the motion which passed unanimously. The Mayor issued a certificate of election to John Stokes as a new Council Member and the City Secretary administered the Oath of Office to Mr. Stokes. The Mayor introduced for consideration a Resolution ordering a run-off election. Mr. Cavazos made a motion to approve the Resolution. Mr. James seconded the motion which passed unanimously. The meeting recessed at 5:45 p.m. The Mayor called the meeting to order agaln at 7:00 p.m. , The Mayor introduced for consideration the Ethics Ordinance on third and final reading having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECLARING THE POLICY OF SAID CITY PERTAINING TO ETHICAL CONDUCT OF CITY OFFICIALS AND EMPLOYEES; DEFINING TERMS. ESTABLISHING STANDARDS OF CONDUCT FOR CITY OFFICERS AND EMPLOYEES; SETTING REQUIREMENTS FOR THE DISCLOSURE OF INTEREST IN DECISIONS PENDING BEFORE SAID OFFICERS AND EMPLOYEES; DESIGNATING PERSON TO WHOM DISCLOSURE SHALL BE MADE; REQUIRING A FINANCIAL DISCLOSURE STATEMENT FROM CERTAIN CITY OFFICIALS. DESIGNATING INFOR~mTION TO BE REPORTED ON SAID STATEMENT; SETTING PROCEDURES FOR RETENTION AND INSPECTION OF STATEMENTS; DESIGNATING PERSON TO PROMULGATE AND PROVIDE FOID1S FOR STATEMENTS; ESTABLISHING AN ETHICS REVIEW CO~MISSION; ESTABLISHING DUTIES OF SAID CO~~1ISSION; SETTING PENALTIES: PROVIDING FOR SEVERABILITY AND ESTABLISHING AN EFFECTIVE DATE. Mr. Tenorio moved to approve the Ordinance. Mr. James seconded the motion. John MOrrisset addressed the Council and stated that he had requested answers on certain parts of the Ordinance from the Review Commission three times was had been turned down. He then asked for a work session with Commission so that citizens could ask questions. He said he would have modifications typed out for the work session for the Council to examine. Mr. Sutton said that he would vote for the Ordinance if all employees were covered by the financial disclosure
