Gonzalez <br />Doriss Hambrick <br />Barbara Edwards <br />Albert Sierra <br />Earl Williams <br /> <br />Also Present: Jake Krauskopf, Fred Guerra, Tess Norris, Ken Long, <br />Lannie Griffith, Rey Guevara-Vasquez, Mr. and Mrs. Morrisset, Mr. and <br />Mrs. Hyatt, Chris Brasher, Ken Kraus, Mr. and Mrs. pryatel, Gordon <br />Thompson, Karl Brown, Ada Burke, Shirley Wickershan, Eulalio DelaFuente, <br />Joe Cox, Sharyl Werner and others. <br /> <br />The Mayor called the meeting ot order at 5:00 p.m. <br /> <br />The Mayor and Council canvassed the totals on the regular Election <br />held Saturday, April 5, 1980. <br /> <br />The Mayor introduced for consideration a Resolution delcaring the result <br />of the regular election. Mr. Cavazos made a motion to approve the Reso- <br />lution. Mr. James seconded the motion which passed unanimously. <br /> <br />The Mayor issued a certificate of election to John Stokes as a new <br />Council Member and the City Secretary administered the Oath of Office <br />to Mr. Stokes. <br /> <br />The Mayor introduced for consideration a Resolution ordering a run-off <br />election. Mr. Cavazos made a motion to approve the Resolution. Mr. <br />James seconded the motion which passed unanimously. <br /> <br />The meeting recessed at 5:45 p.m. <br /> <br />The Mayor called the meeting to order agaln at 7:00 p.m. <br />, <br /> <br />The Mayor introduced for consideration the Ethics Ordinance on third <br />and final reading having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, DECLARING THE POLICY OF SAID CITY PERTAINING TO <br />ETHICAL CONDUCT OF CITY OFFICIALS AND EMPLOYEES; DEFINING <br />TERMS. ESTABLISHING STANDARDS OF CONDUCT FOR CITY OFFICERS <br />AND EMPLOYEES; SETTING REQUIREMENTS FOR THE DISCLOSURE <br />OF INTEREST IN DECISIONS PENDING BEFORE SAID OFFICERS AND <br />EMPLOYEES; DESIGNATING PERSON TO WHOM DISCLOSURE SHALL BE <br />MADE; REQUIRING A FINANCIAL DISCLOSURE STATEMENT FROM CERTAIN <br />CITY OFFICIALS. DESIGNATING INFOR~mTION TO BE REPORTED ON SAID <br />STATEMENT; SETTING PROCEDURES FOR RETENTION AND INSPECTION <br />OF STATEMENTS; DESIGNATING PERSON TO PROMULGATE AND PROVIDE <br />FOID1S FOR STATEMENTS; ESTABLISHING AN ETHICS REVIEW CO~MISSION; <br />ESTABLISHING DUTIES OF SAID CO~~1ISSION; SETTING PENALTIES: <br />PROVIDING FOR SEVERABILITY AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mr. Tenorio moved to approve the Ordinance. Mr. James seconded the <br />motion. John MOrrisset addressed the Council and stated that he had <br />requested answers on certain parts of the Ordinance from the Review <br />Commission three times was had been turned down. He then asked for <br />a work session with Commission so that citizens could ask questions. <br />He said he would have modifications typed out for the work session for <br />the Council to examine. Mr. Sutton said that he would vote for the <br />Ordinance if all employees were covered by the financial disclosure <br />
