<br />The Hayor called the meeting to order at 7:30 p.m.
<br />
<br />Consideration of the Minutes of previous meetings were tabled until
<br />the next Council meeting on motion of Mr. Sutton and second of Mr.
<br />Cavazos.
<br />
<br />The Mayor introduced for consideration appointments to various boards
<br />and commissions. Mr. Stokes moved to table appointments to the Planning
<br />& Zoning Commission until April 28th. Mr. Cavazos stated his desire
<br />to second the motion if Mr. Stokes would delete the date, since he felt
<br />the appointments should wait until new Council Members were elected. Mr.
<br />Stokes amended his to read "Table consideration of the appointment of
<br />Planning and Zoning Commissioners until the item appeared on the agenda".
<br />~1r. Cavazos seconded the motion which passed with the following vote:

<br />AYE: Cavazos, Hansen, Stokes, Sutton, Tenorio

<br />NAY: Breihan, James
<br />
<br />Mr. Breihan moved to reappoint Norman Yarbrough to the Belvin Street
<br />Historical District Board. Mr. James seconded the motion, which passed
<br />unanimously. Mayor Hansen offered the names of Chris Banbury and John
<br />Bryant for appointment to the Urban Renewal Commission. Mr. Breihan
<br />moved to confirm the appointments. Mr. Stokes seconded the motion, which
<br />passed unanimously. Mr. Cavazos suggested Everado Duran and Richard
<br />Cruz be reappointed to the Urban Renewal Commission. Mr. Hansen said
<br />that he would need to confirm that Mr. Duran and Mr. Cruz were willing
<br />to be reappointed before takinq action. Mr. Breihan moved to appoint
<br />Mrs. Nina Pryatel, Mr. Manuel Rosales and Hr. Frank Taylor to the Senior
<br />Citizens Advisory Board to fill the expired terms held by Betty Champagne
<br />and Chris Brasher and one additional vacancy. Mr. Tenorio seconded the
<br />motion, which passed unanimously.
<br />
<br />The Mayor opened a Public Hearing to discuss Establishment of performance
<br />and priorities for Year III, Small Cities Community Development Program.
<br />The Director of Community Services reported that the Year III grant
<br />application was due to the Department of Housing and Urban Development
<br />and CAPCO(A-95 review} by May 16th. Nelvia Burleson, Helen Franks and
<br />Ollie Giles came before the Council to ask that more funds be allocated
<br />for housing assistance in the Dunbar area and that the Dunbar Center
<br />buildings be renovated and be made suitable for use by the community.
<br />Mrs. Giles also asked for assistance in clearing vacant lots of weeds
<br />and debris. Mr. Ralph Gonzales, representing the Victory Gardens Neighbor-
<br />hood Association, informed the Council that Victory Gardens residents
