I I I 123 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 21, 1980 PRESENT: Mayor John A. Hansen Council Members Ted Breihan Robert L. Cavazos Berry R. James John J. Stokes Kenneth E. Sutton Gilbert G. Tenorio City Manager City Secretary City Attorney Director of Community Services A. C. Gonzalez Doriss Hambrick Barbara Edwards Albert Sierra Also Present: Jerri Martin, Rey Guevara-Vazquez, Fred Guerra, Lanny Griffith, John Kreczmer, Tess Norris, Melissa Millecam, Mr. W.B. Pryatel, Cooper Slay, Sharyl Werner, Jake Krauskopf, Ken Kraus, Dr. Gwen Smith, Gordon Thompson, Karl Brown and others. The Mayor called the meeting to order at 7:30 p.m. The Mayor introduced for consideration approval of the minutes of the Regular Meeting held March 24, 1980. Mr. Breihan moved the minutes be approved. Mr. Cavazos seconded the motion. On roll call, the following vote was recorded: AYE: Breihan, Cavazos, James, Hansen, Sutton, Tenorio NAY: None ABSTAIN: Stokes The Mayor introduced for consideration approval of the minutes of a Special Meeting held April 7, 1980. Mr. James moved the minutes be approved. Hr. Tenorio seconded the motion which passed unanimously. The Mayor introduced for consideration approval of the minutes of a Special Meeting held April 8, 1980. Mr. Stokes asked why the minutes of this meeting were so short when the actual meeting ran so long. Mr. Sutton pointed out that tapes were kept of all Council meetings for further reference. Mr. Cavazos moved the minutes be approved. Mr. James seconded the motion which passed unanimously. The Mayor introduced for consideration approval of the minutes of a Special Meeting held April 9, 1980. Mr. Stokes moved the minutes be approved. Mr. Tenorio seconded the motion which passed unanimously. The Mayor introduced for consideration a Resolution approving the issuance of bonds by the San Marcos Industrial Development Corporation. Mr. Breihan moved to approve the Resolution. Mr. James seconded the motion. Mr. Sutton had a question concerning the fact that they were only approving $8,000,000 worth of bonds to be sold. Mayor Hansen pointed out that the maximum that was authorized was $10,000,000. The City Attorney read an amendment to Section 308 entitled "Trust Indenture". That amendment is attached and made a part of these minutes. Mr. James moved to approve the amendment. Mr. Hansen seconded the motion which passed unanimously. The City Attorney then read another amendment to Section 10.2 entitled "Loan Agreement". That amendment is attached and made a part of these minutes. Mr. Breihan moved to approve the amendment. Mr. James seconded the motion which passed unanimously. On the original motion to approve the Resolution, the vote was unanimous. The Mayor introduced for consideration the appointment of Sharyl Werner as Deputy City Secretary. Mr. Cavazos moved to approve this appointment. Mr. Hansen seconded the motion which passed unanimously.
