Kraus <br /> <br />Council Members <br /> <br />Karl W. Brown <br />Robert L. Cavazos <br />Berry R. James <br />Tess Norris <br />John J. Stokes <br />Gilbert G. Tenorio <br /> <br />City Manager <br />Deputy City Secretary <br />City Attorney <br />Director of Finance <br />Director of Community Services <br /> <br />A. C. Gonzalez <br />Sharyl Werner <br />Barbara Edwards <br />Earl Williams <br />Albert Sierra <br /> <br />Also Present: Jeff Watkins, Jim Byrn, Mr. & Mrs. Pryatel, Mr. & <br />Mrs. Jack Stovall, Ted Breihan, John Kreczmer, Kelly Kilber, Frances <br />Emery, Joe Garza, Donna Phillips, Jerri Martin, Dusty Rhodes, Gordon <br />Thompson, Ray Harper, Jake Krauskopf, George Vandervort, Charles <br />Willis, Cooper Slay, Milton Vaverek, Mike Gossett and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Mayor introduced for consideration approval of the minutes of <br />the regular meeting held June 9, 1980. Mr. James moved to approve <br />the minutes. Mr. Tenorio seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration an Ordinance on second reading <br />having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF <br />BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 <br />(VOL. 32) BY CHANGING THE ZONING OF PART OF LOT 8 OF <br />THE WEATHERFORD ADDITION FROM "T" (INDUSTRIAL) TO "C'I <br />(COMMERC IAL) . <br /> <br />Mr. Cavazos moved the Ordinance be approved on second reading. Mrs. <br />Norris seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration a Resolution having the following <br />caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING AN ENGINEERING SERVICES AGREEMENT <br />FOR REVISIONS TO BISHOP STREET IMPROVEMENTS CONSTRUCTION <br />PLANS SPECIFICATIONS BETWEEN THE CITY OF SAN MARCOS, <br />TEXAS AND DABNEY-.BYRN AND ASSOCIATES, INC.; AUTHORIZING <br />THE CITY MANAGER OF SAID CITY TO EXECUTE SAID AGREEMENT <br />ON BEHALF OF SAID CITY AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />MrS. Norris moved the Resolution be adopted. Mr. Cavazos seconded <br />the motion. Mr. Stokes said the City had already spent $250~OQO on <br />this street and that it had been surveyed by two different engineers. <br />The City Manager stated that the engineering information obtained the <br />first time was for a four-lane street but the previous Council decided <br />to change plans due to cost and public displeasure. Mr. Byrn worked for <br />Forrest & Cotton at the time the previous survey was done, so he was <br />familiar with this project. The other engineers interviewed would not <br />guarantee that their proposals would be workable if they would be required <br />to use the information obtained by the previous engineer. Mrs. Norris <br />asked what the time period would be on beginning this project. Mr. Byrn <br />said they had an initial 5 week period after which they would need a <br />go ahead from the Council to proceed. Mr. Tenorio asked Mr. Byrn how <br />much of the original survey could be salvaged. Mr. Byrn said all of the <br />topigraphical work could be used. Mr. Brown asked Mr. Byrn if he thought <br />the quality of the street would make it a long lasting street. Mr. Byrn <br />said yes, but that after the repairs it might become more of a major <br />thoroughfare. On roll call, the following vote was recorded: <br />
