ORDINANCE 1996- 14 <br />'< CJ:..;. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ARTICLE 2, MASTER PLAN, OF <br />CHAPTER 102 OF THE SAN MARCOS CODE TO ADOPT SAN <br />MARCOS HORIZONS AS THE NEW MASTER PLAN FOR THE <br />CITY; PROVIDING FOR IMPLEMENTATION OF THE MASTER <br />PLAN; PROVIDING FOR REVISIONS TO THE FUTURE LAND USE <br />- PLAN; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING <br />FOR PENALTIES. <br /> <br />RECITALS: <br /> <br />1. The Citizens Advisory Committee(CAC), appointed by the City Council from <br />a wide spectrum pf community interests, has completed its assigned task of identifying <br />major issues and community goals to be addressed by the master planning process, and <br />after 18 months of work, has developed a vision for the future of San Marcos in the San <br />Marcos Horizons City Master Plan. <br /> <br />2. The Planning and Zoning Commission conducted four public hearings at <br />various locations in the City on the draft San Marcos Horizons developed by the CAC, <br />. <br />directed the Planning and Development Services Department staff to make changes to the <br />draft based on citizen comments, and recommends adoption of San Marcos Horizons by <br />the City Council. <br /> <br />3. The City Council conducted a public hearing on the adoption of San Marcos <br />Horizons as the new master plan for the physical development of the City on January 22, <br />1996. <br /> <br />, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS. TEXAS: <br /> <br />SECTION 1. Article 2, Master Plan, of Chapter 102 of the San Marcos City Code <br />is amended to read as follows: <br /> <br />ARTICLE 2. MASTER PLAN <br /> <br />Sec. 102.026. Adopted. <br /> <br />The San Marcos Horizons City Master Plan prepared by the city Planning <br />and Development Services Department and dated November 1995 is adopted <br />as the master plan for the physical development of the city. The city secretary <br />will keep a copy of this master plan on file for public inspection. <br /> <br />Sec. 102.027. Implementation. <br /> <br />The director of planning and development services is authorized and directed <br />to implement the policies of the master plan through the activities described in <br />Chapter 5- San Marcos Action Plan of San Marcos Horizons, and in particular, <br />the following: <br /> <br />(1) The preparation of neighborhood/sector plans for all areas within the <br />city. <br /> <br />(2) The application of the master plan's Future Land Use Plan to guide <br />subdivision platting and other development decision making in the <br />city's extraterritorial jurisdiction. <br /> <br />(3) The future revision of the Future land Use Map when annexations to <br />the city alter the city's extraterritorial jurisdiction. <br />
