"'ã BY THE CITY FOR THE PURPOSE OF ELECTING A <br />,1:1 tt: 58 MAYOR AND TWO CITY COUNCIL MEMBERS IN ORDER TO <br />, ADD BALLOT PROPOSITIONS FOR THE PURPOSE OF <br />SUBMITTING TO THE VOTERS PROPOSED AMENDMENTS <br />TO THE CITY CHARTER AND A PROPOSAL TO ALLOW <br />THE USE OF A PROPOSED ACTIVITY CENTER ON PARK <br />PROPERTY FOR CONVENTION PURPOSES; DECLARING AN <br />EMERGENCY AND PROVIDING AN EFFECTIVE DATE. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />SECTION 1. That the City Ordinance adopted February-14, 1994 <br />calling an election by the City for the purpose of electing a mayor <br />and a council member, Place 5 and a council member, Place 6, is <br />amended by adding sections 1.1, 1.2 and 1.3 to read as follows: <br /> <br />section 1.1. That at the joint general and special <br />election, proposed amendments to the city Charter of San <br />Marcos shall be submitted to the qualified voters of the <br />City. <br /> <br />Section 1.2. That the following measures shall be <br />submitted to the qualified voters of the City at the joint <br />general and special election, in accordance with section <br />9.004 of the Texas Local Government Code and sections <br />3.07(a), 12.11 and 12.12 of the San Marcos city Charter, <br />and other applicable laws: <br /> <br />MEASURE NO. ONE <br /> <br />SHALL SECTIONS 3.01,3.02 (a) (2),5.04, 6.07, 6.08 AND 8.08 <br />OF THE CITY CHARTER BE AMENDED, AND SHALL SECTION 3.011 OF <br />THE CITY CHARTER BE ADDED TO READ AS FOLLOWS: <br /> <br />Sec. 3.01. city Council - composition, selection and term. <br /> <br />(a) The city council is the legislative and governing <br />body of the city, and is composed of a mayor and six <br />council members. <br /> <br />(b) The mayor is elected from the city at large for a <br />term of two years at an election held each even-numbered <br />year. <br /> <br />(c) Four of the council members are elected from council <br />districts one, two, three and four, respectively, for terms <br />of three years. <br /> <br />(d) Two of the council members are elected from the city <br />at large for terms of three years. <br /> <br />(e) Each council member occupies a place on the city <br />council. Places 1 through 4 correspond to council <br />districts one through four, respectively, and Places 5 and <br />6 correspond to the two at large positions. <br /> <br />(f) The boundaries of the four council districts shall <br />be adopted and amended in the form of a map by ordinance by <br />the city council. The council shall conduct a public <br />hearing before adopting or amending the boundaries, and <br />notice of the public hearing, including a map defining the <br />proposed boundaries, shall be published in a newspaper of <br />general circulation in the city at least ten days prior to <br />the hearing. The initial boundary map shall be adopted by <br />December 31, 1994. <br />
