Gonzalez <br />Sharyl Werner <br />Barbara Edwards <br />Albert Sierra <br /> <br />ABSENT: <br /> <br />Mayor <br /> <br />Kenneth V Kraus <br /> <br />Also Present: Jeff Watkins, Melissa Millecam, Shirley Wickersham, <br />John Kreczmer, Cindy Rippley, Don Butler, Bob Boyd, Mae Cephas, <br />John Hansen, Kenneth Sutton, Jake Krauskopf, Glynda Crater, Joe Garza, <br />Ofelia Vasquez, Ray Harper, Joel Barnard and others. <br /> <br />The Mayor Pro-Tern called the meeting to order at 7:30 p.m. <br /> <br />The Mayor Pro-Tern introduced for consideration approval of the minutes <br />of the regular meeting held January 26, 1981. Mr. Cavazos moved to <br />approve the minutes. Mr. James seconded the motion. On roll call, the <br />following vote was recorded: <br /> <br />AYE: <br /> <br />Cavazos, James, Norris, Tarbutton <br /> <br />NAY: <br /> <br />None <br /> <br />ABSTAIN: <br /> <br />Stokes <br /> <br />The Mayor Pro-Tern introduced for consideration approval of the minutes <br />of the special meeting held January 28, 1981. Mrs. Norris moved to <br />approve the minutes. Mr. Tarbutton seconded the motion, which passed <br />unanimously. <br /> <br />The Mayor Pro-Tern asked for a motion to amend the agenda and to consider <br />item #7-F out of order. Mrs. Norris so moved. Mr. James seconded the <br />motion, which passed unanimously. The Mayor Pro-Tern introduced for <br />consideration a public hearing and first reading of an Ordinance for a <br />proposed zoning change. The Mayor Pro-Tern then opened the public hearing. <br />Shirley Wickersham, agent for the applicant, addressed the Council about <br />the proposed zoning change. No one wished to speak against the proposed <br />change. The public hearing was then closed. The City Manager stated <br />his concern about right-ot-way on Blanco Street. He indicated there was <br />only 21 feet of right-ot-way on Blanco street. The lack of right-of-way <br />may become a greater problem in the future as the area is heavily traveled <br />with cars coming to the school premises across the street. The City <br />Secretary then read the Ordinance in its entirety, the caption of which <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES <br />AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES <br />AND LAND, DATED SEPTEMBER 29, 1980 (VOL. 54) BY CHANGING THE <br />ZONING OF LOTS 1 AND 2, IN BLOCK 2 OF THE C.L. MCGEHEE ADDITION, <br />FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "TH" (TOWNHOUSE). <br /> <br />Mrs. Norris moved to approve the Ordinance on first reading. <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Tarbutton <br />
