Brown <br /> Gerald G. Farr <br /> John A. Kreczmer <br /> Elida A. Mendez <br /> Jaime Moore <br /> Tess Norris <br /> City Manager A. C. Gonzalez <br /> City Secretary Janis K. Womack <br /> City Attorney Barbara Jean Edwards <br /> Director of Finance Earl Williams <br /> Director of Public Works George Boeker <br /> Also Present: Jane Wilson, Jeff Watkins, Olga Garza, Wayne Moore, <br /> Ken Long, Bill pryatel, Kelly Kilber, Shirley Wickersham, Gwen Smith, <br /> Ted Breihan and others. <br /> Mayor Craddock called the meeting to order at 5:30 p.m. <br /> Mayor Craddock introduced for consideration approval of an Ordinance <br /> on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING ARTICLE V, ENTITLED "CODE OF <br /> ETHICS" OF CHAPTER 2, ENTITLED "ADMINISTRATION" OF <br /> THE CODE OF ORDINANCES, CITY OF SAN MARCOS, TEXAS, <br /> TO ESTABLISH THAT FINANCIAL DISCLOSURE STATEMENTS <br /> ARE OPEN TO THE PUBLIC; TO REQUIRE THAT CANDIDATES <br /> FILE A StVORN STATEMENT WITH THE CITY SECRETARY; TO <br /> DEFINE CANDIDATE, TO ELIMINATE AN OBSOLETE SUBSEC- <br /> TION AND DECLARING AN EFFECTIVE DATE. <br /> Mrs. Norris moved to approve the Ordinance on first reading and Mr. <br /> Farr seconded the motion. Mayor Craddock then moved in SECTION 2. <br /> Sec. 2-82. (d) "monies" be amended to read "months", and Mrs. Norris <br /> seconded the motion, which passed unanimously. The Council then <br /> voted unanimously in favor of approval on first reading. <br /> Mr. Farr moved the Council adjourn to Executive Session pursuant to <br /> Article 6252-17, §2 (f), V.A.C.S., to discuss acquisition of property <br /> for a landfill and Mrs. Norris seconded the motion, which passed unani- <br /> mously (5:32 p.m.). <br /> Mrs. Mendez moved the Council convene at 6:22 p.m. and Mr. Farr second- <br /> ed the motion, which passed unanimously. <br /> Mayor Craddock opened a public hearing for a discussion regarding sani- <br /> tation services. Kelly Kilber advised the Council the permit on the <br /> present landfill expired in August, 1984, and Ramiro Lugo had advised <br /> him the landfill would be filled in 9 to 12 months. Mr. Kilber stated <br /> contracting sanitation services would be the most economical means to <br /> handle the City's current needs. A new landfill would exceed the esti- <br /> mated rates of a commercial sanitation contractor. He said it would <br /> cost approximately $650,000 to open the site in Martindale the Council <br /> had given up the option on. He said the Uhland site was a lease arrange- <br /> ment rather than purchase so would be less money for the property than <br /> the Martindale site, but overall would probably run more than the Martin- <br /> dale site if a transfer station was used for the 38-mile trip. He said <br /> they had also studied the possibility of using larger sanitation vehi- <br /> cles. Bill pryatel asked Mr. Kilber several question concerning the <br />
