Call to Order and Announce a Quorum is Present <br />With a quorum present, regular meeting of the San Marcos City Council was called to order by <br />Mayor Daniel Guerrero at 5:36 p.m. on Tuesday, July 2, 2013 in the Council Chambers of the <br />City of San Marcos City Hall, 630 East Hopkins, San Marcos, Texas 78666. <br />3. Receive a report on the 83rd Texas Legislative Session and Special Session. <br />Janis Carter and Price Ashley of Winstead PC, provided an update to Mayor and Council <br />regarding the 83rd Texas Legislative Session and Special Session. <br />4. Receive the final report from the 2013 Charter Review Commission and discuss <br />proposed amendments to the San Marcos City Charter, and provide direction to Staff. <br />Charter Review Commission Chair, Scott Gregson, presented the proposed amendments to the <br />San Marcos City Charter to the Council. Following discussion the Council provided the <br />following list to Staff to continue discussing at the July 16, 2013 meeting: Property ownership <br />requirement for Planning and Zoning Commission (P &Z), Eliminating the ETJ member of the <br />
