38 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JANUARY 30, 1984 PRESENT: Mayor Emmie Craddock Council Members * Karl W. Brown Gerald G. Hankins Acting Director of Finance Wayne Moore Director of Public Works George Boeker Police Chief Myron Galchutt Also Present: Terry Colley, Mark Hendricks, Olga Garza, Bill pryatel, Rick Fisher, Mr. and Mrs. Parks, Jack Lindstrom, Bill Coddington, Gregg Echols, Melissa Millecam, Patti Sullivan and others. Mayor Craddock called the meeting to order at 5:30 p.m. Mayor Craddock introduced for consideration adoption of a Resolution, the caption which was read as follows: RESOLUTION DIRECTING PUBLICATION OF NOTICE OF INTEN- TION TO ISSUE CERTIFICATES OF OBLIGATION. Ms. Kissler moved for adoption of the Resolution and Mr. Farr seconded the motion. Mayor Craddock then moved to set the time and date of the issuance of the Certificates of Obligation for March 26, 1984 at 7:30 p.m. and Ms. Kissler seconded the motion, which passed unanimously. The Council then voted unanimous approval of the Resolution, as amend- ed. Mayor Craddock introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION APPROVING A JOINT ELECTION AGREEMENT BE- TWEEN THE CITY OF SAN MARCOS, TEXAS AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT FOR THE HOLD- ING OF AN ELECTION ON APRIL 7, 1984; AUTHORIZING THE MAYOR OF SAID CITY TO EXECUTE SAID AGREEMENT ON BEHALF OF SAID CITY AND DECLARING AN EFFECTIVE DATE. Mr. Farr moved for adoption of the Resolution and Ms. Kissler seconded the motion, which passed unanimously (Mr. Brown was present to vote on this item at 5:35 p.m.). Mayor Craddock introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ORDERING A SPECIAL AND JOINT GENERAL ELECTION BY SAID CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT TO BE HELD IN THE CITY OF SAN MARCOS, TEXAS ON APRIL 7, 1984 FOR THE PURPOSE OF ELECTING A MAYOR; A CITY COUNCIL MEMBER, PLACE THREE; A CITY COUNCIL MEMBER, PLACE FOUR; A SCHOOL DISTRICT BOARD OF TRUSTEES MEMBER, PLACE FIVE; A SCHOOL DISTRICT * Mr. Brown was present at 5:35 p.m. ** Messrs. Guerra and Kreczmer were not present at this meeting.
