156 RESOLUTION NO. 1977-1-R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS APPROVING A MUTUAL AID LAW ENFORCEMENT AGREEMENT FOR THE ESTABLISHMENT OF THE HAYS COUNTY MAJOR CRIMES TASK FORCE AND AUTHORIZING THE CITY MANAGER OF THE CITY OF SAN MARCOS TO EXECUTE SAME IN AND ON BEHALF OF THE CITY OF SAN MARCOS, TEXAS. I WHEREAS, the detection and apprehension of individuals who conduct criminal activities is hampered by the movement of criminal activities between enforcement jurisdictions and into jurisdictions away from that where said individuals reside; and WHEREAS, past experience has indicated that a cooperative effort between the City of San Marcos and Hays County in matters of criminal investigation has been effective in detecting and deterring criminal activities; and WHEREAS, a need exists to establish new channels of communication bewteen law enforcement agencies in Hays County; to focus combined law enforcement resources toward singular criminal elements and activities; and to establish a central criminal intelligence file which can be utilized by all law enforcement agencies operating in Hays County; and WHEREAS, the State Legislature has enacted legislation to encourage the formation of mutual aid law enforcement task force operations between separate governmental and jurisdictional entities for the purpose of achieving more effective investigation of criminal activities and more efficient enforcement of the laws of the State; and WHEREAS, the governing bodies of the City of San Marcos and Hays County have indica- ted-their desire to form a mutual aid law enforcement task force to be known as and designated as "The Hays County Major Crime Task Force'l, hereinafter referred to as "Task Forcetl; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: I Part 1. That the agreement attached hereto and incorporated herein be and is hereby approved by the City Council of the City of San Marcos, Texas. part 2. That the City Manager, Mr. James Baugh, or his successor, be, and is hereby, authorized to execute same in and on behalf of the City of San Marcos, Texas. Part 3. That this Resolution shall become effective immediately from and after its passage. ADOPrED this lOth day of January, 19~7' .
