It was the Council's consensus that delinquent taxpayers should be given the option of a payment plan prior to the City filing suit for collection of the delinquent taxes. The Council voted unanimous approval of the Ordinance on first reading. Mr. Brown introduced for consideration approval of an Ordinance on se- cond reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 29, ARTICLE V, SEC- TION 29-122 OF THE CODE OF ORDINANCES OF SAID CITY BY CHANGING THE DESCRIPTION OF THE DIRECTION OF APPROACH OF VEHICLES TO CERTAIN LOCATIONS AT WHICH DRIVERS OF VEHICLES APPROACHING FROM SUCH DIRECTION SHALL STOP AT STOP SIGNS POSTED AND BY ADDING LOCATIONS FOR THE PLACEMENT OF STOP SIGNS AT THE INTERSECTIONS OF FRANK- LIN DRIVE AND GIRARD STREET AND FRANKLIN DRIVE AND PERKINS STREET IN SAID CITY AT WHICH LOCATIONS DRIVERS OF VEHICLES APPROACHING FROM THE INDICATED DIRECTION SHALL STOP AT STOP SIGNS POSTED AT SAID INTERSECTIONS IN SAID CITY THEREBY CREATING FOUR-WAY STOPS AT BOTH INTERSECTIONS AND DECLARING AN EFFECTIVE DATE. Mr. Brown introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS ESTABLISHING A USER FEE IN THE NATURE OF A LICENSING TAX IN THE AMOUNT OF SIX HUNDRED DOL- LARS ($600.00) PER MONTH FOR THE USE OF STREETS AND HIGHWAYS IN SAID CITY BY TRANSPORTATION ENTERPRISES, INCORPORATED FOR THE MAINTENANCE AND OPERATION OF ITS SHUTTLE BUS SERVICE ON AND OVER SAID STREETS AND HIGHWAYS; DIRECTING THE CITY MANAGER OF SAID CITY TO BILL SAID TRANSPORTATION ENTERPRISES, INCORPORATED MONTHLY FOR ITS USE OF SAID STREETS AND HIGHWAYS FROM MAY, 1983 TO THE PRESENT AND EACH MONTH THEREAFTER FOR AS LONG AS SAID CORPORATION SHALL CONTINUE TO UTILIZE SAID STREETS AND HIGHWAYS IN SUCH MANNER WITHOUT A FRANCHISE AGREEMENT OR UNTIL SAID CITY ADOPTS A COM- PREHENSIVE ORDINANCE REGULATING THE OPERATION OF BUS- ES IN SAID CITY, WHICHEVER IS SOONER; AND DECLARING AN EFFECTIVE DATE. Mr. Brown moved for approval of the Ordinance on second reading and Mr. Guerra seconded the motion. Mr. Moore indicated he wants the City to address the problem of traffic of the parked cars who catch the shuttle bus. City Manager Gonzalez stated he would bring it up at a meeting of the SWT/City Liaison Committee. The Council voted unanimous approval of the Ordinance on second reading.
