<br />120 <br />Regular Meeting March 26, 1984 Page 4 <br />Mr. Farr moved for approval of the Ordinance on first reading and Ms. <br />Kissler seconded the motion. It was the Council's consensus that <br />delinquent taxpayers should be given the option of a payment plan <br />prior to the City filing suit for collection of the delinquent taxes. <br />The Council voted unanimous approval of the Ordinance on first reading. <br />Mr. Brown introduced for consideration approval of an Ordinance on se- <br />cond reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING CHAPTER 29, ARTICLE V, SEC- <br /> TION 29-122 OF THE CODE OF ORDINANCES OF SAID CITY BY <br /> CHANGING THE DESCRIPTION OF THE DIRECTION OF APPROACH <br /> OF VEHICLES TO CERTAIN LOCATIONS AT WHICH DRIVERS OF <br /> VEHICLES APPROACHING FROM SUCH DIRECTION SHALL STOP <br /> AT STOP SIGNS POSTED AND BY ADDING LOCATIONS FOR THE <br /> PLACEMENT OF STOP SIGNS AT THE INTERSECTIONS OF FRANK- <br /> LIN DRIVE AND GIRARD STREET AND FRANKLIN DRIVE AND <br /> PERKINS STREET IN SAID CITY AT WHICH LOCATIONS DRIVERS <br /> OF VEHICLES APPROACHING FROM THE INDICATED DIRECTION <br /> SHALL STOP AT STOP SIGNS POSTED AT SAID INTERSECTIONS <br /> IN SAID CITY THEREBY CREATING FOUR-WAY STOPS AT BOTH <br /> INTERSECTIONS AND DECLARING AN EFFECTIVE DATE. <br />Mr. Brown moved for approval of the Ordinance on second reading and Ms. <br />Kissler seconded the motion, which passed unanimously. <br />Mr. Brown introduced for consideration approval of an Ordinance on <br />second reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS ESTABLISHING A USER FEE IN THE NATURE <br /> OF A LICENSING TAX IN THE AMOUNT OF SIX HUNDRED DOL- <br /> LARS ($600.00) PER MONTH FOR THE USE OF STREETS AND <br /> HIGHWAYS IN SAID CITY BY TRANSPORTATION ENTERPRISES, <br /> INCORPORATED FOR THE MAINTENANCE AND OPERATION OF ITS <br /> SHUTTLE BUS SERVICE ON AND OVER SAID STREETS AND <br /> HIGHWAYS; DIRECTING THE CITY MANAGER OF SAID CITY TO <br /> BILL SAID TRANSPORTATION ENTERPRISES, INCORPORATED <br /> MONTHLY FOR ITS USE OF SAID STREETS AND HIGHWAYS FROM <br /> MAY, 1983 TO THE PRESENT AND EACH MONTH THEREAFTER FOR <br /> AS LONG AS SAID CORPORATION SHALL CONTINUE TO UTILIZE <br /> SAID STREETS AND HIGHWAYS IN SUCH MANNER WITHOUT A <br /> FRANCHISE AGREEMENT OR UNTIL SAID CITY ADOPTS A COM- <br /> PREHENSIVE ORDINANCE REGULATING THE OPERATION OF BUS- <br /> ES IN SAID CITY, WHICHEVER IS SOONER; AND DECLARING <br /> AN EFFECTIVE DATE. <br />Mr. Brown moved for approval of the Ordinance on second reading and <br />Mr. Guerra seconded the motion. Mr. Moore indicated he wants the <br />City to address the problem of traffic of the parked cars who catch <br />the shuttle bus. City Manager Gonzalez stated he would bring it up <br />at a meeting of the SWT/City Liaison Committee. The Council voted <br />unanimous approval of the Ordinance on second reading. <br />Mr. Brown introduced for consideration approval of an Ordinance on <br />second reading, the caption which was read as follows: <br />
