<br />121 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting March 26, 1984 Page 5 <br /> <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 25, ARTICLE I, SEC- <br />TION 25-1 OF THE CODE OF ORDINANCES OF SAID CITY TO <br />PROVIDE THAT THE PUBLIC SQUARE, STREETS, ALLEYS OR <br />SIDEWALKS OF SAID CITY MAY BE USED FOR ANY LAWFUL <br />PURPOSE AS PROVIDED BY CHAPTER 29, ARTICLE I, SEC- <br />TION 29-16 OF SAID CODE AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Guerra moved for approval of the Ordinance on second reading and <br />Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />Mr. Brown introduced for consideration the adoption of an Ordinance <br />on third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 29-120 OF ARTICLE <br />V ENTITLED "TRAFFIC CONTROL DEVICES" OF CHAPTER 29 <br />OF THE CODE OF ORDINANCES OF SAID CITY TO DESIGNATE <br />CERTAIN LANES OF TRAFFIC FOR RIGHT AND LEFT TURNS <br />ONLY; DESIGNATING THREE ADDITIONAL LANES OF TRAFFIC <br />FOR RIGHT OR LEFT TURNS ONLY; AND DECLARING AN EFFECT- <br />IVE DATE. <br /> <br />Mr. Farr moved for the adoption of the Ordinance and Ms. Kissler se- <br />conded the motion, which passed unanimously. <br /> <br />Mr. Brown introduced for consideration the adoption of an Ordinance <br />on third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 29, ARTICLE V, SEC- <br />TION 29-122 OF THE CODE OF ORDINANCES OF SAID CITY <br />TO ADD STOP SIGNS AT THE INTERSECTION OF SAN ANTONIO <br />STREET AND HARVEY STREET IN SAID CITY, TO DELETE A <br />LOCATION AT WHICH DRIVERS OF VEHICLES APPROACHING <br />FROM THE INDICATED DIRECTION SHALL STOP AT A STOP <br />SIGN POSTED AT SAID INTERSECTION IN SAID CITY AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Ordinance and Ms. Kissler second- <br />ed the motion. Mr. Yoakum who resides in this area voiced concern for <br />the speed of the drivers in this area. After discussion the Council <br />moved to delete SECTION 2. of the Ordinance in its entirety to address <br />Mr. Yoakum's concern. Mr. Moore moved to delete SECTION 2. of the <br />Ordinance and Ms. Kissler seconded the motion, which passed unanimously. <br />The Council then voted unanimous approval for adoption of the Ordinance. <br /> <br />At this point in the meeting, the Council returned to Items 6, 7 and <br />8 on the agenda. The Council had received and reviewed the bids and <br />received the recommendation on award of the sale of the $5,800,000.00 <br />City of San Marcos, Texas, Combination Tax and Revenue Certificates of <br />Obligation, Series 1984-A from Messrs. Bill Harrison and Rick Fisher. <br />Mr. Brown moved to award the sale of the $5,800,000.00 City of San Mar- <br />cos, Texas Combination Tax and Revenue Certificates of Obligation, <br />Series 1984-A to Underwood-Neuhaus & Company, gross interest cost: <br />$8,110,787.50, less premium of $0.0, net interest cost $8,110,787.50, <br />effective interest 9.98763, and Ms. Kissler seconded the motion. On <br />roll call the following vote was recorded: <br /> <br />AYE: Brown, Farr, Guerra, Kissler, Moore. <br /> <br />NAY: Kreczmer. <br /> <br />ABSTAIN: None. <br />
