<br />122 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting March 26, 1984 Page 6 <br /> <br /> <br />Mr. Brown introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />ORDINANCE AUTHORIZING THE ISSUANCE. OF $5,800,000 <br />CITY OF SAN MARCOS, TEXAS, COMBINATION TAX AND <br />REVENUE CERTIFICATES OF OBLIGATION, SERIES 1984-A. <br /> <br />These Certificates of Obligation are for the purpose of paying contractual <br />obligations to be incurred for the acquisition, construction and installa- <br />tion of additions, improvements and extensions to, and equipment for, the <br />City's sewer system. Mr. Guerra moved for adoption of the Ordinance on <br />emergency and Ms. Kissler seconded the motion. Ms. Kissler then moved <br />to amend Sections 3 and 22 to add the following language: Sec. 3. ". . . <br />at the following rates per~annum: <br /> <br />"Certificates maturing 1986 through 1993, 11.75%; <br />Certificates maturing 1994 through - , 9.00%; <br />Certificates maturing 1995 through - , 9.20%; <br />Certificates maturing 1996 through - , 9.40%; <br />Certificates maturing 1997 through - , 9.50%; <br />Certificates maturing 1998 through - , 9.70%; <br />Certificates maturing 1999 through - , 9.80%; <br />Certificates maturing 2000 through - , 9.80%; <br />Certificates maturing 2001 through - , 9.90%; <br />Certificates maturing 2002 through - , 9.90%; <br />Certificates maturing 2003 through - ,10.00%; <br />Certificates maturing 2004 through - ,10.00%. . ." <br /> <br />and Sec. 22. " . . . The sale of the Certificates to Underwood Neuhaus <br />& Co., Inc. and Associates (herein referred to as the 'Purchasers') at <br />the price of the par value thereof and accrued interest to the date of <br />delivery plus a premium of $-0- is hereby approved and confirmed." <br /> <br />Mr. Brown seconded Ms. Kissler's motion for amendments, which passed <br />unanimously. On roll call for the adoption of the Ordinance as amended, <br />the following vote was recorded: <br /> <br />AYE: Brown, Farr, Guerra, Kissler, Moore. <br /> <br />NAY: Kreczmer. <br /> <br />ABSTAIN: None. <br /> <br />Mr. Brown introduced for consideration approval of form and content of <br />the Paying Agent/Registrar Agreement with American National Bank, <br />Austin, Texas, for the above Certificates of Obligation and authoriza- <br />tion of execution of same on behalf of the City. Mr. Brown moved for <br />approval and Mr. Guerra seconded the motion. On roll call, the follow- <br />ing vote was recorded: <br /> <br />AYE: Brown, Farr, Guerra, Kissler, Moore. <br /> <br />NAY: Kreczmer. <br /> <br />ABSTAIN: None. <br /> <br />The Council's next item of business was Item 12C. Mr. Brown introduced <br />for consideration the adoption of an Ordinance on third and final reading, <br />the caption which was read as follows: <br />
