Kathleen O'Connell, Wimberly, addressed the Council regarding the San Marcos water supply. <br />She provided the Council with reasons why they believed that fluoride needed to be removed <br />from the water supply and they distributed binders to the Council for their review. She asked that <br />the Council pass the resolution they provided. <br />Rodney Van Ouderkerke, San Marcos, addressed the Council regarding the roundabout on <br />Hopkins. He addressed the Lara property and various concerns he had regarding that property, <br />and an agreement that the Lara family and the City of San Marcos had regarding access to <br />Purgatory Creek through their property. <br />Charles Walts, San Marcos, addressed the Council concerning the safety of the city water. He <br />provided a list of diseases that could be caused by fluoride, and urged the Council to discontinue <br />the use of fluoride. <br />Lorraine Torres, New Braunfels, her family owns a ranch that is in the ETJ and notified the <br />Council of a neighbor building a rifle range and her disapproval of it. <br />Sherwood Bishop, San Marcos, addressed the Council regarding the addition of funding for three <br />additional parks in the budget: Paul Pena park (sidewalk and parking area), Franklin Square park <br />(no trail going around the park and only entrance is off of Bishop), and finally Willow Springs <br />park. <br />William "Bill" A. Taylor, San Marcos, addressed the Council regarding the Hunter Road <br />Widening Project, specifically the roundabout, and how he thinks this a very poor idea. He <br />stated that most people that he has spoken to are against it. He stated that they took a "vote" and <br />that it was basically 10 -1 against the roundabout. He believes that Council was unaware of the <br />opposition. He asked that the Council to revisit the roundabout part of this project. <br />Celeste Monforton, San Marcos, addressed the Council in regards to the lack of smoke free <br />environment that San Marcos has. She provided various economic data that would positively <br />affect businesses going smoke -free. <br />Lisa Marie Coppoletta, San Marcos, addressed the Council regarding her disapproval of the <br />roundabout on Hunter Road. <br />Mary Tallman, San Marcos, addressed the Council regarding the discontinuation of the use <br />fluoride. <br />Consent Agenda <br />10.Consider approval of the August 20, 2013, Regular Meeting Minutes. <br />11.Consider approval of Ordinance 2013 -36, on the second of two readings, amending <br />Chapter S, Article 1, General Definitions of the Land Development Code by amending <br />the definition of Dwelling Unit; providing a savings clause; providing for the repeal of <br />any conflicting provisions; and providing an effective date. <br />
