<br />-3- <br /> <br />(c) It shall be the duty of the Electrical <br />Board to recommend amendments to this Code to the <br />City Council whenever it is determined that the <br />public interest is served by them. <br /> <br />(d) It shall be the duty of the Electrical <br />Board to make and promulgate rules governing its <br />meetings and proceedings, subject to the provisions <br />of this Chapter. The Electrical Board shall hold <br />one (I) regular meeting each calender month; <br />however, special meetings may be called by the <br />Chair. All meetings must be open to the public, <br />except for executive sessions which are conducted <br />pursuant to the Texas Open Meetings Act. The <br />Electrical Board is specifically denied the right <br />to refuse to hear any citizen, resident or licensed <br />electrician who comes before the Board during any <br />session, and may not deny attendance at a meeting <br />to any person for any reason other than public <br />misconduct. Persons desiring a hearing before the <br />Board may be placed on the agenda by notifying the <br />Building Office not later than seven (7) days prior <br />to the scheduled meeting. Persons not on the <br />agenda will be restricted to five minutes each for <br />their presentations which shall be governed by the <br />provisions of the Texas Open Meetings Act. <br /> <br />Sec. 9-2.3. Administrative procedures and records. <br /> <br />(a) There shall be established and maintained <br />a permanent record of the activities of the <br />Examining and Supervisory Board of Electricians of <br />the City of San Marcos, Texas'. <br /> <br />(b) The record shall be maintained by a <br />recording secretary of the Board, who shall be <br />selected by the City's Chief Building Official. <br /> <br />(c) Any document placed in the record shall <br />be signed by the recording secretary, thus <br />certifying its correctness. <br /> <br />(d) The record shall be kept in the Office of <br />the Building Official except when removed by the <br />recording secretary, or other person acting <br />temporarily in that role. <br /> <br />(e) The record shall be maintained in a <br />suitable manner and shall contain the following <br />divisions and documents: <br /> <br />(1) <br />(2) <br /> <br />(3) <br />(4) <br /> <br />(5) <br /> <br />(6) <br /> <br />(7) <br /> <br />A copy of the current City of San Marcos <br />Electrical Code, and all its amendments. <br />A copy of all rulings and interpretations <br />of the Board relative to Code <br />requirements. <br />A copy of the oaths of office of each of <br />the current board members. <br />A roster of all Master Electricians <br />having received San Marcos licenses by <br />testing. <br />A roster of all Master Electricians <br />having received San Marcos licenses by <br />reciprocal agreements, including the <br />letter of reciprocity from the city of <br />original license. <br />A copy of all reciprocal license <br />agreements between the City of San Marcos <br />and other jurisdictions. <br />Minutes of each board meeting for a <br />period of two years. <br />
