27. Discussion on dates for Council Visioning Workshop; March 17 meeting alternative <br />• (due to National League of Cities Conference); CIP and CDBG Workshop, and Budget <br />Policy Statement Workshop, and provide direction to staff. <br />Council decided to combine the Council Visioning Workshop with the Budget Policy Statement <br />Workshop on Monday, April 13. <br />The March 17 meeting was moved to March 31. <br />The CIP and CDBG Workshops were scheduled for 5:30 p.m. on March 31. <br />28. Report on meeting with Federal elected officials and the Federal Transportation <br />Administration, and summary of U.S. Conference of Mayor's; and provide direction to <br />staff. <br />City Manager Rick Menchaca and Mayor Susan Narvaiz reported on their trip to Washington, D. <br />C. for the U.S. Conference of Mayors and their meetings with Federal elected officials. <br />29. Discussion on the status of Sink Creek wastewater line construction and purpose, and <br />provide direction to staff. <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Couch, the City Council voted seven (7) for and none (0) opposed, to table this <br />• item until the February 17 meeting. The motion carried unanimously. <br />30. Presentation and discussion regarding potential redevelopment of the Springtown Mall, <br />and provide direction to staff. This item was brought forward to the beginning of the <br />meeting at 6:00 p.m. <br />Steve Metcalf, Drenner & Golden, spoke on the proposed Spring Town Entertainment Center <br />Project. The current site is 200,000 square feet; 35,000 square feet is already vacant, and once <br />the Target and JC Penneys have moved there will be another 130,000 square feet of vacant <br />space. They will be dealing almost with a blank slate and an opportunity to do something neat. <br />He presented an architectural rendering of the upgrade design features. This is to be an <br />entertainment destination to appeal to Texas State students, families and visitors. The Target <br />building may be demolished and rebuilt for the entertainment venue, and the rest of the structures <br />will remain structurally intact, but given a new look and feel. They will improve the aesthetic <br />character by remodeling the existing structures on site or constructing new buildings. The types <br />of users include a movie theater, bowling alley/entertainment center, family entertainment <br />venues, sports bars, restaurants, and some straight retail. <br />They may be requesting from Council the following: Conditional Use Permit for alcohol sales, <br />parking requirement waiver, signage variances, and light sticks. <br />The reimbursement structure is a Chapter 380 Agreement with an 80/20 split on the sales tax (the <br />City's 1% portion only) for a 20-year term.
