They are David Young, Dante Bevllacqua, Glorl~ Gonzales, <br />Chad Neff, John Luna, Cecelia Hubbard, Mike Wood, Johnny Rlvas, Robert <br />Mooney and Charles Fritche. <br /> <br />Mayor Craddock introduced for consideration approval of the Annual Finan- <br />cial Report of Harold V. Simpson & Company for the October 1, ,1982-Septem- <br />ber 30 1983 fiscal year. Don Laine of Simpson & Company revlewed the <br />highli~hts of the audit report with the Council, and advised the City was <br />in sound financial shape. He also reviewed their letter addressed to <br />the Mayor and Council dated January 16, 1984, wherein suggestions were <br />made where improvements could be made in certain areas, a copy of which <br />letter is attached to these minutes. Since the City is halfway through <br />the 83-84 fiscal year, Mr. Laine also reviewed with Council a report on <br />the general and utility funds expenditures and revenues and stated the <br />City was right on target of expenditures (General Fund 45.6%; Utility <br />Fund 43.5%) and revenues were greater than anticipated at mid-year due <br />to interest earned on investments and sales tax collected. Mayor Crad- <br />dock moved to approve the Annual Financial Report of Harold V. Simpson <br />& Company for the 82-83 fiscal year and Mr. Guerra seconded the motion, <br />which passed unanimously. Mr. Farr directed Staff provide the Council <br />with alist of all line item transfers made throughout the year by Staff <br />when the Council goes through the budget process. <br /> <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ORDINANCE 1984-46 (DECLARING <br />A SIXTY-FIVE (65) DAY BUILDING MORATORIUM) ADOPTED <br />APRIL 16, 1984 TO DELETE THE WORD "DETACHED" FROM <br />SECTION 1 THEREOF AND DECLARING AN EMERGENCY. <br /> <br />Mr. Coddington moved to deny adoption of the Ordinance and Mayor Craddock <br />seconded the motion.
