• 21. Discussion on LEED items and a rainwater collection system for the new fire station <br />and provide direction to staff. <br />Len Nored, Interim Fire Chief, explained the LEED items and the rainwater collection system for <br />the new fire station. <br />Council directed staff to go forward with the rainwater collection system. <br />22. Consider adoption of Resolution 2009-28R, authorizing the transfer of $237,000.00 of <br />accrued interest in the bond supported Capital Proiect Utility Fund to the Central Fire <br />Station Fund to provide funding for construction administration, geotechnical services, <br />materials testing, IT hardware, and security system hardware for the new Central Fire <br />Station; approving Change in Services No. 1 in the amount of $65,000 to add contract <br />administration services to the architectural services contract with Wieineton Hooker <br />Jeffry, PC for the Central Fire Station. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Bose, the City Council voted five (5) for and none (0) opposed, with Councilmember Thomaides <br />absent from the dais, to approve Resolution 2009-28R, as previously captioned. The motion <br />carried unanimously. <br />• 23. Presentation by the San Marcos Police Department and Texas State University for <br />purposes of an update and discussion on the Achieving Community Together program, and <br />provide direction to staff. <br />Dr. Joanne Smith, Vice President for Student Affairs, presented an update on the Achieving <br />Community Together (ACT) program. She stated that the mission is to promote positive <br />relations between student and non-student residents through education, community <br />connectedness and resources. This is a collaborative effort of Texas State and the City. <br />24. Discussion on the status of the City of San Marcos Electric and Water Utilities <br />disconnection and utility assistance policies and procedures, includine a review of <br />the agreement with Community Action to provide utility assistance to San Marcos citizens, <br />and provide direction to staff. <br />Steve Parker, Finance Director, updated the Council on the status of the electric and water <br />utilities disconnection and utility assistance policies and procedures. An expanded survey of <br />other cities regarding like policies has been sent out and is due back soon. A summary of the <br />survey will be presented to the Audit Committee and then brought back to Council for <br />discussion. <br />Council directed that dollars be allocated to facilitate an energy audit, to discuss weatherization <br />funding during the budget process and to allow payment assistance twice a year for arrearages. <br />• <br />RM021709 Minutes Page 7
