<br />Narrative <br />page-4 <br /> <br />the wonders of reading by taking a story time program to the <br />Southside Community Center which is located in the heart of San <br />Marcos' Hispanic community. <br /> <br />The Hispanic community has expressed a great deal of support for <br />the proposed project. Letters of support from the Southside <br />Community Center, the Hispanic Chamber of Commerce, the League <br />of United Latin American Citizens (LULAC) and the Southwest <br />Texas State University Office of Minority Student Affairs can be <br />found in- Appendix B of the narrative. <br /> <br />Our cooperating agency for the grant will be the Southwest Texas <br />State University Educational Opportunity Center (EOC). The goal <br />of the EOC is to provide low-income, minority persons with <br />tutoring and counseling so that they can eventually enroll in <br />vocational schools or other programs of higher education. <br /> <br />Mr. Fred Guerra, Director of the EOC, is involved with a number <br />of Hispanic organizations and is keenly aware of the need for an <br />ESL program in San Marcos. He has pledged the support and <br />assistance of the EOC in planning project activities and <br />providing financial support in the form of paid tutors. An <br />agreement of cooperation executed by representatives from both <br />the library and the EOC is attached in Appendix A. <br /> <br />IV. <br /> <br />PROJECT GOALS AN~ O~JECTIVES <br /> <br />The mission of the San Marcos Public Library is to serve the <br />community as a center for lifelong learning, cultural enrichment <br />and information exchange. Our goals and objectives for the <br />Lifelong Learning Project will help us achieve this mission as <br />it applies to the people of the San Marcos for whom English is a <br />second language. These goals and objectives will also help <br />fulfill the mission of our cooperating agency, the Educational <br />Opportunity Center (EOC). <br /> <br />The goals and objectives for the Lifelong Learning Project in FY <br />1988-89 are: <br /> <br />GOAL ~ To expand the adult tutoring services of the San Marcos <br />Public Library to include English as a second language as well <br />as GED and adult literacy. <br /> <br />OBJECTIVE I-A: To provide 1300 hours of ESL and related <br />adult education tutoring to our target population by August <br />31, 1989. <br /> <br />PERFORMANCE MEASURE: Volunteer and EOC tutors will submit <br />monthly reports to the Project Coordinator regarding the <br />number of hours spent in tutoring sessions, the number of <br />new students contacted, etc. The Project Coordinator will <br />summarize this data for our semi-annual evaluation reports <br />to the Texas State Library (TSL). <br />
