Narrative page-4 the wonders of reading by taking a story time program to the Southside Community Center which is located in the heart of San Marcos' Hispanic community. The Hispanic community has expressed a great deal of support for the proposed project. Letters of support from the Southside Community Center, the Hispanic Chamber of Commerce, the League of United Latin American Citizens (LULAC) and the Southwest Texas State University Office of Minority Student Affairs can be found in- Appendix B of the narrative. Our cooperating agency for the grant will be the Southwest Texas State University Educational Opportunity Center (EOC). The goal of the EOC is to provide low-income, minority persons with tutoring and counseling so that they can eventually enroll in vocational schools or other programs of higher education. Mr. Fred Guerra, Director of the EOC, is involved with a number of Hispanic organizations and is keenly aware of the need for an ESL program in San Marcos. He has pledged the support and assistance of the EOC in planning project activities and providing financial support in the form of paid tutors. An agreement of cooperation executed by representatives from both the library and the EOC is attached in Appendix A. IV. PROJECT GOALS AN~ O~JECTIVES The mission of the San Marcos Public Library is to serve the community as a center for lifelong learning, cultural enrichment and information exchange. Our goals and objectives for the Lifelong Learning Project will help us achieve this mission as it applies to the people of the San Marcos for whom English is a second language. These goals and objectives will also help fulfill the mission of our cooperating agency, the Educational Opportunity Center (EOC). The goals and objectives for the Lifelong Learning Project in FY 1988-89 are: GOAL ~ To expand the adult tutoring services of the San Marcos Public Library to include English as a second language as well as GED and adult literacy. OBJECTIVE I-A: To provide 1300 hours of ESL and related adult education tutoring to our target population by August 31, 1989. PERFORMANCE MEASURE: Volunteer and EOC tutors will submit monthly reports to the Project Coordinator regarding the number of hours spent in tutoring sessions, the number of new students contacted, etc. The Project Coordinator will summarize this data for our semi-annual evaluation reports to the Texas State Library (TSL).
