MOTION: the City Council voted (6) for and (1) opposed, Council Member Scott to approve the amended version of Ordinance 2013 -57 including e- cigarettes. The motion carried. 18.Consider approval of Ordinance 2013 -59, on the first of two readings, amending Chapter 66, Article 2 Residential and Multifamily Collection and Disposal, Section 66.028 by adding a monthly service fee for Residential Solid Waste Service for a Large Trash Cart consisting of a capacity of 96 gallons, and reducing the size of the Base -Rate Trash Cart from a 96 gallon to a 65 gallon cart; ratifying an increase in the Recycle Drop Off Center rate; including procedural provisions; and providing an effective date. MOTION: Upon a motion made by Council Member Scott and a second by Council Member Porterfield, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance 2013 -59, as previously captioned. The motion carried. 19.Consider approval of Ordinance 2013 -60, on the first of two readings, establishing the San Marcos Commission on Children and Youth; setting forth the duties of the Commission; including procedural provisions; and providing an effective date. MOTION: Upon a motion made by Council Member Porterfield and a second by Council Member Becak, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance 2013 -60, as previously captioned. The motion carried unanimously. 20.Consider approval of Ordinance 2013 -61, on the first of two readings, establishing the San Marcos Youth Commission; setting forth the duties of the Commission; including procedural provisions; and providing an effective date.
