MOTION: the City Council voted (6) for and (1) opposed, Council Member Scott to approve <br />the amended version of Ordinance 2013 -57 including e- cigarettes. The motion carried. <br />18.Consider approval of Ordinance 2013 -59, on the first of two readings, amending <br />Chapter 66, Article 2 Residential and Multifamily Collection and Disposal, Section <br />66.028 by adding a monthly service fee for Residential Solid Waste Service for a Large <br />Trash Cart consisting of a capacity of 96 gallons, and reducing the size of the Base -Rate <br />Trash Cart from a 96 gallon to a 65 gallon cart; ratifying an increase in the Recycle <br />Drop Off Center rate; including procedural provisions; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Porterfield, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance <br />2013 -59, as previously captioned. The motion carried. <br />19.Consider approval of Ordinance 2013 -60, on the first of two readings, establishing the <br />San Marcos Commission on Children and Youth; setting forth the duties of the <br />Commission; including procedural provisions; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Becak, the City Council voted seven (7) for and none (0) opposed, to approve <br />Ordinance 2013 -60, as previously captioned. The motion carried unanimously. <br />20.Consider approval of Ordinance 2013 -61, on the first of two readings, establishing the <br />San Marcos Youth Commission; setting forth the duties of the Commission; including <br />procedural provisions; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Porterfield, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance <br />2013 -61, as previously captioned. The motion carried unanimously. <br />21.Consider approval of Resolution 2013 -132R, approving a State Government Relations <br />Representation Agreement between the City of San Marcos and Winstead, P.C. in a not <br />to exceed amount of $99,000.00 for the two year term of the agreement; authorizing the <br />City Manager or his designee to execute this agreement on behalf of the City and <br />declaring an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Prather, the City Council voted five (5) for and (2) opposed, Council Member Becak and Council <br />Member Thomason, to approve Resolution 2013 -132R, as previously captioned. The motion <br />carried. <br />22.Consider approval of Resolution 2013 -133R, approving a Federal Governmental <br />Relations Services Agreement between the City of San Marcos and Normandy Group, <br />L.L.C. in a not to exceed amount of $192,000.00 for the two year term of the agreement; <br />authorizing the City Manager or his designee to execute this agreement on behalf of the <br />
