-1- DIVISION 5. SPECIAL ASSIGNMENT TRAINING OFFICERS SERVICES--FIELD Sec. 21-36. Purposes. The purposes of this division are: (1) To create and implement an effective training program to educate probationary police officers on local policies, procedures and rules; (2) To distribute interest of services based on the San Marcos the needs and best Police Department; (3) To ensure that officers performing services are in an on-duty status for purposes of workers' compensation, health and medical, disability, pension and retirement coverages and benefits, and all other related purposes; (4) To provide a services. uniform rate of pay for performance of Sec. 21-37. Assignments, number and qualifications employees, hours of service, and supervision. of (a) Up to a maximum number of three (3) police officers holding the rank of either police officer or corporal and one (1) police officer holding the rank of sergeant, and meeting the qualifications set forth below, and being selected and assigned by the Chief of Police may perform special assignment services under this division as special assignment field training officers or as a special assignment field training officer coordinator: (1) Minimum of two (2) years service with the San Police Department; Marcos (2) Demonstrated knowledge, as determined by the Chief of Police, of San Marcos Police Department policies, procedures, and rules; (3) Demonstrated technical ability, as determined by the chief of police, in performance of patrol duties: and, (4) Certified and approved by the Chief of Police as a field training officer or a field training officer coordinator. (b) Special assignment services, field training officer duty shifts shall be assigned on an as-needed basis by the Chief of Police in his sole discretion; (c) Special assignment services shall be performed in ten (10) hour shifts during the police officers' and police sergeant's regular ten (10) hour duty shift with the police department and such special assignment services personnel shall at all times while on special assignment services duty continue to perform their regular police functions and duties when not actively engaged in the performance of such special assignment services; (d) Special assignment field training officers while on duty as such shall remain under the supervision of the officer in charge at the police department; (e) The special assignment field training officer program coordinator while on duty as such shall remain under the supervision of the officer in charge at the police department;
