<br />-1- <br /> <br />DIVISION <br /> <br />5. <br /> <br />SPECIAL ASSIGNMENT <br />TRAINING OFFICERS <br /> <br />SERVICES--FIELD <br /> <br />Sec. 21-36. <br /> <br />Purposes. <br /> <br />The purposes of this division are: <br /> <br />(1) To create and implement an effective training program to <br />educate probationary police officers on local policies, <br />procedures and rules; <br /> <br />(2) To distribute <br />interest of <br /> <br />services based on <br />the San Marcos <br /> <br />the needs and best <br />Police Department; <br /> <br />(3) To ensure that officers performing services are in an <br />on-duty status for purposes of workers' compensation, <br />health and medical, disability, pension and retirement <br />coverages and benefits, and all other related purposes; <br /> <br />(4) To provide a <br />services. <br /> <br />uniform rate of <br /> <br />pay <br /> <br />for <br /> <br />performance <br /> <br />of <br /> <br />Sec. 21-37. <br /> <br />Assignments, number and qualifications <br />employees, hours of service, and supervision. <br /> <br />of <br /> <br />(a) Up to a maximum number of three (3) police officers <br />holding the rank of either police officer or corporal and <br />one (1) police officer holding the rank of sergeant, and <br />meeting the qualifications set forth below, and being <br />selected and assigned by the Chief of Police may <br />perform special assignment services under this <br />division as special assignment field training officers or <br />as a special assignment field training officer <br />coordinator: <br /> <br />(1) Minimum of two (2) years service with the San <br />Police Department; <br /> <br />Marcos <br /> <br />(2) Demonstrated knowledge, as determined by the Chief of <br />Police, of San Marcos Police Department policies, <br />procedures, and rules; <br /> <br />(3) Demonstrated technical ability, as determined by the <br />chief of police, in performance of patrol duties: and, <br /> <br />(4) Certified and approved by the Chief of Police <br />as a field training officer or a field training <br />officer coordinator. <br /> <br />(b) Special assignment services, field training officer duty <br />shifts shall be assigned on an as-needed basis by the <br />Chief of Police in his sole discretion; <br /> <br />(c) Special assignment services shall be performed in ten <br />(10) hour shifts during the police officers' and <br />police sergeant's regular ten (10) hour duty shift with <br />the police department and such special assignment <br />services personnel shall at all times while on special <br />assignment services duty continue to perform their <br />regular police functions and duties when not actively <br />engaged in the performance of such special assignment <br />services; <br /> <br />(d) Special assignment field training officers while on duty <br />as such shall remain under the supervision of the officer <br />in charge at the police department; <br /> <br />(e) The special assignment field training officer program <br />coordinator while on duty as such shall remain under the <br />supervision of the officer in charge at the police <br />department; <br />
